In his article " Looking to the future:modernization of public consciousness "the First President of the Republic of Kazakhstan, Elbasy Nursultan Abishevich noted that" the success of a nation in the future is determined not by its natural resources, but by the competitiveness of its people. Therefore, every citizen of Kazakhstan, thus the whole nation, should have qualities worthy of the XXI century. For example, factors such as computer literacy, knowledge of foreign languages, and cultural openness are certainly a prerequisite for everyone's advancement."
Fundamental changes and additions have been made to the legislation in the field of public service, and the adopted code of ethics for public servants provides for measures to prevent cases that lead to violations of ethical standards and generate corruption. Changes in the system are aimed at creating a high-quality model of state management, creating intolerance to corruption, and increasing its prestige in front of the population.
The new principles of public service are supplemented by a number of humane competencies: efficiency, efficiency, openness, meritocracy, compliance with ethical requirements, and intolerance of offenses. Therefore, they need to find such strategic and logical qualities as communication skills, organization, ability to work in a team, correctly define goals and predict prospects. In particular, the ethical question is of great importance.
Civil servants, in addition to working hours, are required to comply with the code of ethics in their free time. In particular, the employee must be polite, honest, calm, balanced, accurate and behave formally in any situation in accordance with the business style. A civil servant must respect the languages, traditions and customs of the country, make fair and lawful decisions, do not spread false information, do not harass anyone for criticism, and use public property only in the service. In addition, a civil servant must avoid corruption, even naming, not discriminate against subordinates, and treat all employees with respect.
The civil service is one of the most important mechanisms that plays a leading role in the organization of the entire state administration. The reason for special attention to the moral image and ethics of a public servant is to improve not only their skills, but also their respect and respect for others. After all, as you know, depending on the knowledge, qualifications and behavior of civil servants in modern society, the attitude of the population to the Executive power and trust in it is formed.
Therefore, the head of state Nursultan Nazarbayev defined the tasks of the state service: "We must improve the quality of the Civil service personnel by introducing improved selection and training methods."
Compliance with ethical standards by the country's civil servants shows that this is a form of achieving a high level of culture, a confidently prosperous state.
Today, a civil servant of Kazakhstan is an image that forms a high culture of relations in the public service, with the people's trust in state bodies.
