I m an individual entrepreneur. Every time I deduct compulsory pension contributions for my employees. I heard that now this procedure can be carried out using the UAPF website. Is it so?
- Yes, it's true. For the convenience of employers, on the UAPF website in the "Personal Account" section, there is a "Legal Entity Account" https://jurcabinet.enpf.kz/auth. This service can be used by individuals with the status of an individual entrepreneur if they have an EDS, as well as the first managers with the right to sign, or persons authorized to sign financial documents, if they have an electronic digital signature for legal entities issued by the National Certification Center of the Republic of Kazakhstan.
Legal Entity Account allows employers to generate, edit and print payment orders for payment of all types of contributions to the UAPF: compulsory pension contributions, compulsory occupational pension contributions and voluntary pension contributions.
Here you can see the list of employees for whom it is necessary to send contributions to the UAPF, with the ability to edit (delete and add employees). In addition, the service allows you to view all data on previously generated payment orders in the payment history.
You can supplement your page with information on the profile of your company, for example, add the address of the organization, contact details (phone number) and e-mail address, apply to the e-Otinish portal and get feedback, as well as see a report on the actions taken and changes made for any period.
Also, users of the service now have the opportunity to go directly from the Legal Entity Account page via a direct link to information and reference databases (links to regulatory legal acts, memos and instructions, application forms), that is, there is no need to leave the Account to search for the necessary information.
I am a disabled person of the second group. I receive disability benefits. I would like to receive more benefits from my savings in the UAPF. What do I need for this?
Persons with disabilities of the first and second groups, established indefinitely, in the presence of pension savings in the UAPF, are entitled to receive pension payments from compulsory pension contributions (CPC) and compulsory occupational pension contributions (COPC) according to the established schedule.
In addition, persons with disabilities, regardless of the group and the period of establishment of disability, can receive pension payments from the UAPF from the savings formed from voluntary pension contributions.
You can apply for the benefit from pension savings either by contacting the UAPF office in person or through an attorney, or by mail. The most convenient way to apply for pension savings is through the enpf.kz website online. To do this, you must have an up-to-date electronic digital signature, which can also be obtained remotely on the egov.kz portal.
The UAPF independently checks whether the beneficiary has a disability by obtaining information from the centralized data bank of the disability registration system through the State Corporation "Government for Citizens" (hereinafter referred to as the Civil Code) under an agreement concluded between the Civil Code and the UAPF, through a web service.
It should be noted that the UAPF organized field services for persons with disabilities of 1-2 groups indefinitely. At the same time, a preliminary consultation is carried out, including a check for the possibility of receiving services remotely, without an on-site visit.
In connection with the death of a person close to me, I would like to ask how I can inherit his pension savings from the UAPF?
In accordance with Articles 31, 32, 33 of the Law of the Republic of Kazakhstan On Pension Provision in the Republic of Kazakhstan, in the event of the death of a person who has pension savings at the expense of compulsory, compulsory occupational and voluntary pension contributions, they are inherited in the manner established by the legislation of the Republic of Kazakhstan.
Inheritance of pension savings is carried out by will or by law. When there is no will or does not determine the fate of the entire inheritance, as well as in other cases established by civil law, inheritance by law takes place.
According to Section 6 (Inheritance Law) of the Civil Code of the Republic of Kazakhstan, in order to acquire an inheritance, the heir must accept it by filing at the place of opening of the inheritance to a notary or authorized in accordance with the law to issue a certificate of the right to inheritance to an official of an application for acceptance of the inheritance or an application for issuing a certificate of right to inheritance. The inheritance may be accepted within six months from the date of the opening of the inheritance, i.e. within six months from the date of death of the testator.
To simplify the procedure, as well as optimize the interaction between the UAPF and notaries on these issues, between the Ministry of Justice of the Republic of Kazakhstan, the Republican Chamber of Notaries, NIT JSC and the UAPF, the Agreement on the interaction of the E-notariat state information system and the UAPF information system (hereinafter referred to as the Agreement) was concluded.
Under the Agreement, notaries through the implemented service can send online requests to the UAPF to obtain information about the balances and cash flows on individual pension saving accounts (hereinafter referred to as IPSA) of deceased persons, without sending written requests.
After receiving from the notary a certificate of the right to inheritance in the form of pension savings available on the IPSA of the deceased person, the heir or their authorized representative must apply with a package of documents to the UAPF. A complete list of documents is available here: https://www.enpf.kz/ru/services/recipient/heir.php
If the list of documents is provided by the heir in full, the UAPF makes benefit payment within 10 working days from the date of receipt or receipt of documents by the UAPF.
It is important to note! The payment of inherited pension savings is carried out exclusively:
The heir or his authorized representative, including on the basis of a certificate of the right to inheritance, has the right to receive information from the UAPF on the state of the pension savings of the deceased person in the form of an IPSA statement with a QR code that contains a web link to an electronic version of the IPSA statement, certified by an electronic digital signature of an authorized person of the UAPF. However, the web link for verifying the authenticity of the submitted IPSA statement is available for one (1) month from the date of issuance of the IPSA statement.
I heard that now there is a joint pension annuity. My husband and I would like to pool our retirement savings as I don't have enough funds to convert to an annuity. How can we do it?
A joint annuity is a product that implies the participation in a pension annuity agreement of two insurers (Assured) who are spouses or close relatives in accordance with the Code of the Republic of Kazakhstan On Marriage (Matrimony) and Family.
A joint annuity, unlike a classic pension annuity, will allow you to combine pension savings and redistribute income under a pension annuity agreement.
The purpose of a joint annuity is to ensure the availability of a pension annuity. Close relatives, as well as married couples, can use this product, if one spouse does not have enough pension savings to buy a pension annuity, and the second has a surplus, then through a joint retirement annuity, both spouses will provide themselves with lifetime benefits.
When concluding a joint pension annuity agreement for each spouse, insurance payments are recorded separately and a personal schedule of insurance payments is drawn up.
Spouses will receive monthly insurance benefits for life, including in the event of dissolution of marriage (matrimony) in the amount established by the insurance benefit schedule, the total amount of which cannot be lower than 1.4 times the subsistence minimum (SM) in force on the date of conclusion of the pension annuity contract.
In the event of the death of one of the spouses, the other spouse will continue to receive their personal insurance benefits according to the schedule in accordance with the joint pension annuity agreement (at least 0.7 SM).
Due to a change of residence, I stopped receiving a statement from my account by mail, what other ways are there to receive information about the state of my pension account?
In order to continue to receive an extract by postal envelopes, you had to report your new address to the UAPF, otherwise the extract sent to you by mail to the old address will be returned to the Fund. In this case, UAPF has the right, according to pension legislation, not to send an extract for the next year, which, apparently, happened in the case of you, but do not despair. You can also get a statement from your individual pension saving account (IPSA) in the following ways:
- via e-mail to the address provided in the UAPF;
- through a personal account;
In order to determine or change the method of obtaining information, the contributor (beneficiary) must conclude an appropriate agreement directly at the Fund's office or on the UAPF website. It should be noted that:
- on the UAPF website, you can choose only one method - “through your personal account”;
- the contributor (beneficiary), using the EDS, can obtain information on the state of pension savings through the website and mobile application of the UAPF and e-government without concluding an agreement.
The most convenient way, of course, is to receive information through your personal account on the enpf.kz website or in the БЖЗҚ/ENPF mobile application.
We remind you: according to the current pension legislation, contributors (beneficiaries) are required to report to the UAPF about all changes that affect the performance of the Fund's obligations.
These changes include:
- change of the e-mail address, if the notification method “by e-mail (e-mail)” is chosen;
- change of the postal address specified in the agreement on pension provision, if the method of informing about pension savings "by mail" is chosen.
