FORMATION OF AN EFFECTIVE ECOSYSTEM IN THE LABOR MARKET
The pandemic has significantly changed the labor market. This is, first of all, the rapid development of remote work.
Many new professions have appeared, most of the processes are being automated and digitized, and this process is gaining momentum.
In this case, only by having the opportunity to change professions frequently and master new professions, we can ensure the competitiveness of everyone.
Therefore, a law on professional qualifications is needed. This document should address the issue of recognition of qualifications and encourage employees to improve their qualifications.
The process of mass digitalization has led to a new employment model based on Internet platforms. Taxi drivers, couriers and others are good examples.
This sector needs State support in terms of social and medical insurance, pension provision and taxation.
The migration process also has a significant impact on our labor market.
Kazakhstan is the second largest recipient of migrant workers in the CIS. We need to properly solve problems in this area.
The Government should develop a new concept of migration policy. It should also reflect ways to protect the rights of our citizens working abroad.
New approaches are also needed to the issue of labor mobility in the country.
The Government should reconsider the existing ways of distributing benefits to people moving from the south to the north. In particular, it can be provided not only through akimats, but also by reimbursing employers who hire people from the southern regions.
It is necessary to create conditions for the relocation of those wishing to start their own business. It is necessary to study the possibility of providing land to migrants not only for the construction of houses, but also for agriculture. It is also necessary to provide them with access to state support measures.
I would like to focus on another issue.
Kazakhstan is a welfare state. Therefore, one of the main tasks is to provide comprehensive assistance to citizens who are in a difficult life situation.
However, paternalistic sentiments and social obesity are growing in society.
There are many people in the country who use social programs for selfish purposes.
Such people should be held accountable before the law and society as a whole, as in any civilized country.
Such situations have led to the position that "I can get it from the state."
And those who really need help, unfortunately, remain outside of social support.
Of course, our country has great potential, but it also has its limits.
Most importantly, an unreasonable desire to obtain social benefits deprives a person of the opportunity to earn a living.
Such a negative lifestyle has already begun to negatively affect the upbringing of children.
Therefore, we need radical changes.
The law, society and people's consciousness must change.
The Social Code that is being prepared should pay more attention to such issues.
