The President's address touched upon such main directions as economic development in the post-pandemic period, improving the efficiency of the health protection system, quality education, improving regional policy, forming an effective ecosystem in the labor market, political modernization and protection of human rights, CONSOLIDATION AS the MAIN FACTOR OF FURTHER PROGRESS
Economic development in the post-pandemic period. In order to determine the medium-term enonomical policy and systematize state initiatives, the National Development Plan until 2025 and the transition to a new system of state planning have been adopted. The strategic goal is to strengthen Kazakhstan's leading role in Central Asia and strengthen its position in the global economy. To further attract direct investment, a new instrument has been introduced – a strategic investment agreement.
Improving the efficiency of the health protection system. Purchase of booster vaccines, acceleration of the purchase of vaccines registered with the World Health Organization. A national system of forecasting the country's security should be created. Within the framework of the National Project "Healthy Nation", provision should be made for equipping at least 12 laboratories with high-tech equipment. This will increase the laboratory's compliance with international standards to 90%.
Quality education. Over the next 3 years, a planned increase in teachers' salaries is planned, for which 1.2 trillion has been allocated.tenge. The measures taken have already made it possible to increase the percentage of applicants for pedagogical specialties. The state will continue to support the accounting policy. It is considered fundamentally important to support children from socially vulnerable families in the framework of universal education. Measures of material support should be supplemented with the educational project "Digital Teacher". The acute problem of the secondary education system remains the shortage of places in schools - the deficit is about 225 thousand.
Improving regional policy. In regional policy, priority attention should be focused on reducing imbalances in socio-economic development. It is necessary to correctly combine tasks for each region with national priorities. Within the framework of the National Development Plan, 25 specific tasks were identified to improve the quality of life of citizens. These are the main directions.
Formation of an effective ecosystem in the labor market. Total digitalization has led to new forms of employment based on Internet platforms. Taxi drivers, couriers and others are vivid examples of this. Work will be carried out with the assistance of the state in terms of social and medical insurance, pension provision, taxation. Kazakhstan is the second country in the CIS in terms of the number of accepted migrant workers. We need the right solutions to problems in this area. The Government will have to develop a new Concept of migration policy. It should also reflect the mechanisms for protecting the rights of our citizens working abroad.
Political modernization and protection of human rights. Gradual political modernization is one of the main tasks of the strategic course of the state. In order to consistently strengthen the statehood, the government will carry out all transformations gradually, taking into account the specifics. This is the only true way to build a strong, just and progressive State.
Consolidation as the main factor of further progress. The development of the Kazakh language is one of the key priorities of state policy. In matters of consolidation of society, strengthening of national identity, an important role is assigned to the effective use of the historical heritage and cultural potential of the country. The Government, together with experts, has been instructed to submit a plan of practical measures aimed at promoting the new culture and its talented representatives by the end of the year.
