Ethical Code of Civil Servants of the Republic of Kazakhstan

In order to increase the requirements for the moral and moral appearance and business qualities of civil servants, the Ethical Code of Civil Servants of the Republic of Kazakhstan was approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153. The Code is aimed at strengthening public confidence in state bodies, forming a high culture of relationships in the civil service and preventing cases of unethical behavior of a civil servant.

Ethics in the state apparatus is based on the moral qualities and obligations of employees of various levels, which they must observe in the course of their professional activities. In this regard, in order to implement the five institutional reforms of the National Plan "100 concrete steps", a new stage of development of the Kazakh civil service has started.
With the adoption of the new Law "On the Civil Service of the Republic of Kazakhstan" from January 1, 2016, new concepts of "Ethics Commissioners", "Ethics Councils" were introduced, which are aimed at strengthening discipline. Thus, at the new stage of reforms, special attention is paid to strengthening disciplinary and ethical control in the field of public service.
At the same time, the post of Ethics Commissioner has been introduced, which carries out work on the prevention of ethical offenses and monitors compliance with the Code of Ethics by civil servants.
Both civil servants and any citizen of the Republic of Kazakhstan can apply to the Ethics Commissioner for the protection of their rights.
Nowadays, great importance is attached to ethics. A civil servant should be able to work with citizens' appeals, delve into their problems and make every effort to solve them within his authority. There should not be people who are indifferent to the problems of citizens in the ranks of civil servants.
In order to adapt the newly accepted young civil servants as soon as possible, the legislation on public service provides for the introduction of the institute of mentoring, when mentors from among the most experienced and qualified employees are assigned to the first-time administrative public positions. Who should not only pass on work experience, but also educate young employees with their personal example, their attitude to work.
For young people who have received appropriate education, there is a choice – to go into the field of private business or public service. I think that the decision to enter the civil service should be considered and considered. Since the requirements that are currently being presented to civil servants are very high."
