On behalf of the Head of State, since September 1, 2022, the introduction of a Digital Family Card has been launched in a pilot mode.
Essentially a Map -
this is a daily "electronic notifier" of citizens about their rights to receive one or another type of guaranteed state support, depending on their social status;
and another new tool of the proactive format of the provision of services by the state. That is, the state, through the information system, will itself offer a citizen to receive one or another type of state support, without the need to contact the relevant authorities.
How does it work?
At the initial stage, work was carried out to determine the level of well-being of families and the measures of state support put in place for them, based on data from information systems of state agencies.
Already today, the Digital Map contains data on about 6 million families and 19 million of their members, and a so-called "family portrait" has been formed. The Card data is updated as the status of the family and its members changes.
When establishing the right to receive state support measures, an SMS notification is sent to the potential recipient to obtain consent for the provision of public services.
After receiving consent, social benefits, payments or other types of state support are assigned, followed by crediting to the recipient's bank account.
The project will be implemented in stages:
from September 1, 2022 – the opportunity to receive services in a new format for 9 types of benefits and social benefits has already been provided;
from January 1, 2023, the list will be expanded with social protection services;
from January 1, 2024, state guarantees in the fields of healthcare and education will be included;
from 2025, all types of state guarantees will be covered.
