The fight against corruption is a serious problem in Kazakhstan today. Obviously, being a great social disaster, it causes great concern to all countries of the world that are not similar to each other in terms of political development.
The etymological approach to the meaning of the concept of "corruption" allows us to determine this by taking the Latin word "bribery", "bribe", "corruptio". In Roman law, there was also the concept of "corrumpire", which in general terms meant "to break, damage, break, damage, forge, bribe", expressing an illegal act. The explanatory dictionary of the Russian language describes corruption as bribery of bribery, betrayal of officials, political figures."I was not born in a straight dance, there is no faith in my native dance," our ancestors said in the past. We know well from history that the fact that they gave birth to justice and impartiality is evidenced by the life of outstanding figures of the century Tole bi, Kazybek bi, Aiteke bi and many others.
In accordance with the legislation of the Republic of Kazakhstan, corruption crimes mainly include official crimes. As life shows, abuse of official authority, Abuse of power or official authority, taking a bribe, Giving a bribe, Mediation in bribery, official forgery, knowingly false denunciation, Appropriation or embezzlement of someone else's entrusted property, knowingly false answer, false conclusion or incorrect translation of an expert, false answer or evasion of giving an answer, giving a false conclusion or incorrect translation, non-execution by officials of a court verdict, court decision or other judicial act, all such crimes are committed using corrupt ties.
Corruption is a phenomenon of socio–economic development, building a market economy, slowing down the process of attracting investment and negatively affecting the political and public institutions of a democratic state, posing a serious threat to the future development of the country. In his Message to the People of Kazakhstan "improving the welfare of the people of Kazakhstan is the main goal of state policy", the Head of state noted that "in a democratic society, the fight against crime and corruption is of particular importance." In other words, this means that the state's policy of a comprehensive and systematic fight against this negative phenomenon will be activated and continued.At the same time, in order to effectively combat corruption, it is necessary to increase the level and quality of legal explanatory work, eliminate legal illiteracy of the population. The population should fully know their rights, specific ways, what actions should be taken if any illegal actions are committed against them. The main goal today is to protect the constitutional order, conduct an effective, unified national policy in the fight against corruption, reduce the level of corruption and its manifestations in all spheres of the life of the state and citizens, strengthen public confidence in the state and its institutions.
As another impetus to the systematic implementation of work for these purposes, the Decree of the President of the Republic of Kazakhstan "On additional measures to strengthen the fight against crime and corruption in the Republic of Kazakhstan and further improve law enforcement activities" was put into effect. This decree, aimed at improving the activities of law enforcement agencies in the country, ensures the implementation of systematic and sustainable measures to combat corruption and prevent their occurrence.
