Proactive service without leaving home"
In accordance with paragraph 2 "On approval of the Rules for the provision of proactive Services" approved by the Order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated April 24, 2020 No. 155/NK, the state-owned Proactive service is being introduced! Proactive service is a public service provided in electronic form, provided on the initiative of the subject of the provision of services, in which the mandatory consent of the subject of receiving the service provided through a cellular subscriber device is required.
To date, the following services can be obtained in a proactive way:
- appointment of the state social disability allowance;
-appointment of the state social allowance for the loss of the breadwinner;
-assignment of allowances for the birth of a child and child care;
-assignment of a state allowance to mothers with many children who were awarded the "Altyn alka", "Kumis alka" pendants or who previously received the title of "Mother Heroine", awarded the orders of "Maternal Glory" of the I and II degrees";
-assignment of benefits to large families (at the same time, the data of children older than 2007 are not reflected in the database);
-assignment of social benefits from the State Social Insurance Fund JSC in case of disability, loss of breadwinner, loss of work, child care.
The advantage of this (proactive) service is that it is provided to a person registered in the Database of mobile Citizens (hereinafter-BMG) without his personal appeal to the PSC departments, the possibility of registering a public service at any convenient time without leaving home, where it is enough to send the required information in response to the SMS received.
To do this, citizens need to contact the PSC departments at their place of residence to register in the Database of mobile citizens, or you can register on the portal of the "electronic government" PSC so that the system knows where to send a message.

Instructions for receiving service recipients to provide the proactive service "Birth of a child"
When receiving an SMS message with congratulations, you need to choose the language of receiving the service, for which you need to respond to it in RXX formats, where X are the numbers indicated in the message.
Special attention: The message must begin with the English letter R without spaces in front of it, there is a space between the letter R and each digit.
After a certain time, you will receive the following SMS message with a request for the family name, first name and patronymic of the child. You need to respond to an SMS message in the format as in the first message.
After sending an SMS message with the surname, first name and patronymic, you will receive SMS requests sequentially to provide information on the level of education, source of income and registration authority. The answers to these questions also need to be done, starting with R without spaces in front of it and repeat the initial digits to add the missing ones. In total, the answer must contain at least 4 digits, except for the letter R.
After providing all the above information, an electronic application for registration will be generated, which is sent to the selected registration authority.
After the registration process is completed, SMS messages will be sent to you indicating the place of receipt of the finished document. Also, this SMS message indicates the need to appear for a witness with a medical certificate of birth.
After informing you, you will receive another request to determine whether you belong to the preferential category for queuing in kindergarten in a special category.If you do not belong to the beneficiaries, then indicate the absence of benefits and the request is automatically sent to the akimat for queuing in kindergarten. Otherwise, you will be advised to contact the akimat for placing in a preferential queue. The response should be formalized as in previously sent messages.
After that, you will receive a request to select a locality.The response should be formalized as in previously sent messages.
After the staging process is completed, SMS messages with the queue number will be sent to you.
After all the above actions, you will receive an SMS request to confirm the order of birth of the child, since the amount of the allowance depends on the number of children.If the order in the SMS request corresponds to reality, then you confirm the data by sending a reply SMS message as in previously sent messages.
If the data is correct, you will receive an SMS request to confirm/enter the bank account number for assigning benefits and payments.You need to confirm or enter the bank account number using a reply SMS message.
Next, an electronic application is formed, which is submitted to the authorized bodies for consideration, and a benefit is assigned based on the results, which you will be informed about by SMS message.

- The service cannot be provided to a client who is not registered in the Database of Mobile citizens.
