- participation in the implementation of priority state programs for the development of the agro-industrial complex;
- organization of the full-fledged work of department employees, management of their work and ensuring the quality and timeliness of work appointed by the head and deputies of the department;
- implementation of state control in the field of seed production;
- implementation of state policy in the field of seed production;
- submits for consideration by the authorized body proposals on the volume of production and sale of elite seeds of elite seed farms;
- attestation of subjects of seed production and seed quality laboratories with the issuance of relevant certificates;
- maintaining a state electronic registry of permits and notifications;
- Creating a balance of seeds in the region;
- ensuring the provision of necessary information in the field of seed production of agricultural crops to the authorized body in the field of agriculture;
- setting the maximum selling price of seeds subject to subsidization within the quotas determined in accordance with subparagraph 12) of article 6-1 of the Law on Seed Production;
- annual quotas for each type of subsidized seed:
for each certified subject in the field of seed production - approval of elite seedlings;
- control over the intended use of subsidized unique and elite seeds;
- monitoring compliance with the rules for the examination of varietal and field quality of seeds of agricultural plants;
- suspension of the activity of examination of varietal and sowing qualities of seeds, the validity of the certificate of certification, certifying the right of the subject to carry out activities in the field of seed production on the basis of a proposal from the state inspector for seed production;
- participation in monitoring the work of seed farms for the production and renewal of seeds of agricultural crops;
- implementation of programs for the selection and development of seed production;
- make proposals for improving standards, specifications and other regulations in the field of seeds;
- assistance in the formation of reserve and variable stocks of seeds of agricultural producers within their competence;
- introduction of proposals on schemes and methods of primary elite seed production and mass reproduction of seeds of agricultural crops;
