1) makes a proposal on the creation of communal water management organizations in order to carry out the following activities:
- maintenance and operation of water facilities owned by the community;
- timely and uninterrupted water supply to water users from water bodies;
2) implement measures to subsidize the cost of water delivery services to agricultural producers according to the list approved by the Government of the Republic of Kazakhstan; (Water Code of the Republic of Kazakhstan, article 39, paragraph 10);
3) in the interests of local government, exercise other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan (Water Code of the Republic of Kazakhstan, article 39, paragraph 12);
4) promotes the attraction and rational use of investments in the development of water management;
5) controls the activities of state utilities water enterprises.
