1) participation in the implementation of priority state programs for the development of the agro-industrial complex;
2) participation in deepening, improving reforms in the agricultural sector, developing various models of economic management;
3) identifying priority areas in the field of agriculture, promoting the introduction of advanced technologies for growing crops;
4) promoting the implementation of best foreign practices in the cultivation of crops using advanced technologies;
5) the provision of methodological and practical assistance in agricultural work;
6) licensing of services for warehouse services by issuing grain receipts;
7) implementation of the annual determination of grain receiving enterprises according to the degree of readiness for receiving grain of a new crop in accordance with the approved schedule;
8) control, including the preparation of inspection reports of grain processing enterprises;
9) suspension of the license for the right to provide warehouse services by issuing bread receipts in the manner prescribed by the legislation of the Republic of Kazakhstan on administrative offenses for a period of up to six months, in whole or in part, in part of certain operations;
10) monitoring the grain market within an administrative-territorial unit;
11) grain processing enterprises: maintaining quantitative and qualitative accounting of grain in accordance with the Code of Entrepreneurship of the Republic of Kazakhstan; grain storage; control over the issuance of grain receipts, compliance with the rules for their circulation and redemption;
12) the organization and conduct of outreach to the population in the field of plant protection, as well as the provision of methodological assistance to individuals and legal entities on phytosanitary monitoring of pests;
13) the organization of providing interested parties with information on regulatory legal acts and phytosanitary measures in the field of plant protection;
14) licensing of activities for the production (compilation), sale and use of pesticides (pesticides);
15) ensures compliance with the technology of cultivation and production of agricultural products by their volume and quality;
16) participate in the implementation of scientific research in the field of agriculture;
17) participation in the formation of the state balance of grain stocks in conjunction with relevant enterprises and institutions;
18) the creation of a mechanism for interaction between the state and the non-state complex in the agriculture of the region;
19) ensuring the preparation of proposals for state support and assistance to the development of agriculture;
20) the provision of subsidies in accordance with the standards established in the framework of the subsidizing program for mineral fertilizers and herbicides;
21) keep records of the distribution of quarantine objects and provide information to the authorized body and interested parties;
22) implements state policy in the field of plant quarantine;
23) organizes the implementation of plant quarantine measures at the objects of state quarantine phytosanitary control and supervision by the owners of these objects - individuals and legal entities, as well as public authorities;
24) upon the proposal of the authorized body, makes a decision on the creation or abolition of the quarantine zone with the introduction of the quarantine regime in the relevant territories;
25) exercises other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local self-government;
26) facilitating outreach on refining, advanced processing and investment subsidies;
27) assistance in the implementation of investment projects in the field of agriculture in the agricultural sector;
28) ensuring technical security;
29) ensuring information security.
