Young Almaty residents will be able to buy housing on favorable terms
The uniqueness of the new housing program "Almaty Zhastary" is a low interest rate - a loan of up to 10 million tenge will be provided at a preferential rate of 5% per annum. The loan repayment period under the program will be calculated individually, for solvency, for a period of 3 to 25 years.
In the course of the event Almaty akim Bauyrzhan Baibek noted that on behalf of the Head of State this year was declared the Year of Youth in Almaty, within the framework of which the corresponding Roadmap is implemented in order to create conditions for self-realization and all-round development of youth, its adaptation to life in a metropolis.
"Today, the total number of young people under 35 years of age is about 800 thousand people in the city. One of the important and urgent issues for young people is the provision of their own housing. To implement the preferential housing program "Almaty Zhastary" 1 billion tenge has already been allocated from the local budget. At the same time, Almaty Zhastary not only encourages the Almaty youth, but also cares about the money of the citizens staying in the city. A preferential loan can be spent on the purchase of primary housing only in the city of Almaty. That is, with these funds the city will receive salaries for builders and workers, enterprises will receive orders, construction companies will pay taxes to the city budget,"B. Baibek said.
It is worth noting that the program encourages working youth. For each year of work experience, 1 point is credited to the city organizations, and if a young person works in institutions related to the social sphere, for example, in a school or a kindergarten, the points for the experience are doubled. Favorable conditions are envisaged for socially vulnerable segments of the population - large families, disabled people of groups 1 and 2, single-parent families, orphans, etc.
The city authorities also intend to begin construction of hostels for students through JSC "NC" SEC "Almaty". At the moment, Almaty University Management University and Kazakh National Medical University named after SD Asfendiyarov expressed their desire to participate in this project. Within the framework of the Youth Support Roadmap, 12 hostels are planned to be built for students of the city until 2020. By the end of this year, the construction of four hostels will be completed.

If previously everyone tried to support housing construction, then for the first time the approach has changed. Today together with Akimat of Almaty we make this tool especially for those young people who believe in the system of construction and housing savings. Application for participation in the program must be submitted within 10 days. You will need to do this through a special site almaty-zhastary.kz. For authorization, you must have an electronic digital signature, which can be obtained in the nearest CSC. After the deadline for accepting applications, participants will be selected. In the pool of candidates for concessional lending will be selected according to the point system, which is specially developed for the Almaty Zhastary program, which takes into account a number of criteria aimed at supporting young Almaty residents. So, the points will be affected by the number of years in marriage, the presence of children, the place and length of work, profession, work experience as an individual entrepreneur, duration of residence in Almaty, etc. After the pool is formed, Zhilstroysberbank joins in. He checks solvency and issues a soft loan at 5% per annum. The maximum loan amount for which a young Almaty citizen can count is 10 million tenge. The loan is issued for the purchase of exclusively new housing, which the participant chooses independently.

- large families with 4 or more underage children;
- incomplete families with 1 or more minor children;
6. The self-employed citizens have a certificate of state registration of IP for a period of at least six months.
