‘ISS 220 schools’ is aimed at improving the level of security in educational institutions in Almaty in accordance with 'Requirements for the system of anti-terrorist protection of objects vulnerable to terrorism', approved by the Government of the Republic of Kazakhstan (Resolution № 191 of 03 April 2015).

The project provisions installation and maintenance of video surveillance equipment, fire and security alarms, voice alerts, and organization of data transmission channel to create a comprehensive security system.

The system of comprehensive security implies the state of security of educational institutions (220 schools) fully protecting from real and predicted threats of social and man-made nature, ensuring its safe operation.

Currently, 2,797 video cameras have been installed in public and boarding schools in Almaty, including 1,656 internal and 1,141 external surveillance cameras.

At the same time, the existing video cameras in schools are analog, and the term of use of most cameras is more than 5 years. Thus, in order to improve the quality characteristics and functionality of video surveillance system in educational institutions, a complete update of the system is required - replacing existing analog cameras with digital ones with possibility of video analytics and introduction of analytical system for video information processing.

As a result of the project, a comprehensive security system will be installed in 220 educational institutions, including the installation of video surveillance, fire and security alarms, voice alerts, and an uninterruptible power supply. The project also involves servicing technical maintenance ISS equipment by the project’s private partner.

Installation of video surveillance and security alarms in classrooms of educational institutions is designed to reduce the number of thefts, and fire alarm sensors will allow in-time reaction to smoke-screening.
At the same time, the presence of cameras increases the level of discipline by identifying late students. It also allows monitor, prevent and resolve conflicts between students and identify conflict broilers.

Expected results:

  • Improved security in educational institutions in Almaty;
  • Restricted access of unauthorized persons to the building of educational institutions;
  • Fully-fledged ‘ISS 220 schools’ maintenance.
