Currently, the city of Almaty is engaged in systematic and comprehensive work to develop its digital infrastructure. The main goal is to create conditions for equal access for all residents to quality internet and mobile services, regardless of their place of residence.
One of the priority areas is connecting social sector facilities to the internet. Currently, 100% of schools and kindergartens in Almaty are connected to the internet, with 80% of them having access to high-speed connections. By the end of 2025, it is planned to complete the connection of all educational institutions to high-speed internet. In 2024, in order to ensure a safe digital environment in schools, filtered access using CGNAT technology was introduced, which limits access to undesirable content and enhances cybersecurity levels.
As part of the residential area digitalization project, the Digitalization Department of the city has signed a memorandum with "NLS Kazakhstan" LLP for the implementation of the XGSPON project—a next-generation optical technology providing speeds of up to 1200 Mbps. The project includes the mass connection of multi-apartment residential buildings with the installation of Wi-Fi 6 equipment. Technical connection will begin after the completion of construction and installation works.
To ensure wireless access in the city, a memorandum has also been signed with "Kar-Tel" LLP (Beeline) to build about 300 dual-purpose poles (DPP) over three years, with 50 of them planned to be put into operation by the end of 2025.
Active work is being done to improve the quality of connectivity in public transport and the city’s infrastructure. In Almaty’s metro, the mobile operator JSC "Kcell" has installed base stations at 7 out of the 11 operating stations, significantly improving the stability of connections on platforms and in trains.
Mobile network development covers the entire metropolis. As of 2024, over 700 5G base stations are functioning in Almaty. Specifically, Tele2 operates 979 base stations, 402 of which support 5G, 80 of which were built in 2023, 968 have been modernized, and 34 have been decommissioned. As a result, the number of 5G users has reached 1.1 million people.
JSC "Kcell" operates 950 base stations in Almaty, 400 of which support 5G technology, providing subscribers with high-speed internet and stable voice communication.
According to "Kar-Tel" LLP (Beeline KZ), the total number of base stations installed by the company in Almaty is as follows:
For 2024:
34 new positions were installed
157 new base stations were put into operation
Modernization was carried out at 563 positions
