Digitalization of healthcare and unique medical technologies The volume of provision of high-tech medical services in 2016 amounted to 71,637, in 2017 - 81,623, in 2018 - 105,841, in 2019 - 8688. Of these, the number of services provided using unique technologies: in 2016 - 1039, 2017 - 1136, 2018 - 1363, in 2019 - 1 476. Unique medical technologies include new medical technologies based on modern achievements of science and technology. In addition, a three-level system of medical support for the population has been developed and approved. The new SBP model defines clear boundaries of government obligations and implements the generally recognized international standard for universal coverage of the population with basic health services.

To optimize the work processes of medical workers, state medical organizations are working on the transition to paperless medical records. 62 forms of primary medical documentation were excluded, 234 forms are kept in electronic format. To improve the availability of medical care to the population, mobile applications have been introduced. This makes it possible to improve the quality of the work of medical personnel, optimize queues at polyclinics and increase the convenience for patients. Due to pre-registration through electronic services, live queues have been reduced by 30%.
The availability of computers in healthcare organizations is 98%, coverage is up to the level of the district center and 92% coverage is below the level of the district center. The MIS has created and filled in local electronic health passports for 17.7 million people, which is 94.69% or of the total population. As part of the digitalization of the healthcare system, an electronic health passport is being introduced and the IS of healthcare is being integrated with the IS of medical organizations. In general, the digitalization of the healthcare system will be implemented through the implementation and development of MIS and mobile applications.
This implementation will consist of the following components: Artificial intelligence; Patient and doctor's access to the electronic health passport; Unified data storage; Integration platform. An electronic passport is a collection of patient data, diagnoses made by the attending physician, a quality management system for medical services, payment systems, an analytical system, medical statistics, and big data.

Big data will accumulate over 4 years from 2018 to 2021, data will come from mobile applications, medical information systems, through e-government, as well as through government agencies. The collection and storage of data on the patient's health will be carried out from the moment of birth and throughout his life.

Along with this, the participation of the patient in the collection and reliability of data on his state of health will be ensured, and patients will be provided with permanent access to data 24/7 in electronic form. In order to increase digital skills and awareness of medical workers, the Ministry, together with akimats and developers of medical information systems, trains doctors of nursing staff, young specialists, newly recruited skills on an ongoing basis.
Also, outreach work is carried out among the population on the use of web / mobile applications and other digital health solutions. To date, 22 ISs are functioning in the Ministry of Health. To fully launch the OSHI from the above systems, 10 ISs must be integrated with medical information systems. At the moment, integrations have been carried out on all 10 ISs, which ensure data integration and provide them to users in a unified form. Integration with the portal "Additional component of the per capita standard" has been implemented in terms of receiving visits in the organization of primary health care and home patronage of newborns.

In order to ensure the accounting of the services provided, integration with the Unified Payment System has been implemented in terms of determining the source of funding and obtaining data on specialized services (blood centers, ambulance, pathology bureau). To determine the source of funding for hospitalization, integration with the Hospitalization Bureau Portal has been implemented.

At the same time, the integration with the IS "Pharmaceutical Provision" was implemented in terms of obtaining information about medicines under the purchase agreements of the Single Distributor within the guaranteed volume of medical care and compulsory medical insurance. In addition, integration with the Register of Pregnant Women and Women of Fertile Age has been implemented in terms of obtaining information on the removal and removal of pregnant women from the register. Also, integration with the Electronic Register of Dispensary Patients has been implemented in terms of obtaining information about dispensary patients.
