At the last expanded meeting of the Coordinating Council of the Trade Union Center of the Aktobe region, the results of the work for the first half of the year were summed up and plans for further work were outlined.
The online meeting was attended by Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Gulnara Zhumageldiyeva, as well as members of the Council-chairmen of industry and local trade union organizations.
The chairman of the trade union center Altynbek Amirgaliyev in his speech informed about the activities of the territorial association of trade unions for the first half of the year, about the implementation of the tasks provided for in the Strategy of the FPRC for 2020-2025.
According to the trade union center, more than 10 branches of branch trade union organizations and 1177 primary trade union organizations operate at enterprises and organizations in the region. Only in the first half of the year, 7 new primary trade union organizations were created in the region, covering about 2 thousand trade union members.
According to Altynbek Amirgaliyev, as part of improving the effectiveness of social partnership in the region, a regional trilateral agreement was signed in May this year, providing for new approaches to regulating labor relations.
"The tripartite agreement includes the norms of control by the trade union center of collective agreements before registering them with the labor inspectorate. To date, all collective agreements have been monitored, 153 documents have been submitted in accordance, " the chairman of the trade union center of the Aktobe region said.
In total, 64% of enterprises are covered by the collective agreement in the region, 9075 collective agreements are in force.
One of the main aspects of social partnership is the tripartite commission headed by the Akim of the region.
"Meetings are held 2 times a month, akims of all districts and directly heads of enterprises take part in them. For six months, 9 meetings of the tripartite regional commission on social partnership were held. Within the framework of the decisions taken by the trilateral commission, it was possible to increase the number of established production councils, to solve the issues of increasing the wages of employees from 20 to 40%, " the chairman of the trade union center said.
He particularly focused on the issues of resolving labor disputes.
According to the trade union center, a number of labor disputes have occurred in the region since the beginning of the year.
"The Trade Union Center took part in the resolution of all labor disputes, even despite the absence of trade unions in them. As a result, the confidence of employees in the trade union has increased, new trade union organizations have been created, " the chairman of the Trade Union Center said.
According to him, the situation in the labor collectives of the region is under constant control. Within the framework of the previously signed Algorithm for taking measures to solve problematic issues, it is possible to quickly exchange information about possible labor conflicts and carry out appropriate work. The chairman of the trade union center also reported on measures to increase wages and preserve jobs.
"To date, 5,455 trilateral memoranda have been signed in the region, which is 51% of the number of operating enterprises. This measure made it possible to save jobs, almost 100 enterprises increased the wages of more than 50 thousand employees by an average of 15-20%," the chairman of the AKB noted.
According to Altynbek Amirgaliyev, serious measures are being taken in the field of providing legal assistance to trade union members.
"Since the beginning of the year, more than 50 people have applied to the Reconciliation Center, 36 written applications have been submitted, most of which ended in reconciliation. On April 19, a "Legal clinic" was created, which included lawyers of the regional bar association, representatives of industry trade unions. To activate this work, it is planned to conclude memoranda with higher educational institutions in order to attract students, " the chairman of the trade union center of the Aktobe region said.
Among the issues that the trade unions of the region pay special attention to is ensuring safe working conditions.
According to him, the largest number of accidents occurs at enterprises of the mining and metallurgical, oil and gas and construction industries.
"Currently, 20 enterprises have developed action plans to reduce industrial injuries, 950 production councils operate at enterprises of the Aktobe region, 80% of them were created on the initiative of trade unions. Public control is carried out by 1.5 thousand technical inspectors. Since the beginning of the year, technical inspectors have conducted about a thousand inspections, in which more than 2 thousand violations were detected, " the chairman of the Trade Union Center noted.
Altynbek Amirgaliyev also spoke about a number of topical issues that need to be resolved.
Summing up the meeting, Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Gulnara Zhumageldiyeva gave a positive assessment of the activities of trade union organizations in the region
