On the implementation of the state program "Digital Kazakhstan" in the Aktobe region
Today, akimat of Aktobe region under the State program "Digital Kazakhstan" is working on implementing components of the project "Smart city".
In the field of digital education:
System "automation of the process of formation and functioning of the queue and referral to pre-school organization".
Currently, 537 preschool institutions of the region (364 kindergarten, 173 mini-centers) are brought up 50 149 children.
In 2019, a 100% automated system was introduced in kindergartens in Aktobe and in all districts.

Introduction of a system of electronic journals and diaries.
In order to strengthen communication between the parent community, teachers and pupils of General education schools and improvement of educational process by the Ministry of education and science of the Republic of Kazakhstan from August 29, 2016 implemented the project "unified information system of electronic journals and diaries for students of educational institutions of the Republic of Kazakhstan "Cndac" based on 6062 secondary education institutions.
Since the beginning of the 2018-2019 academic year, 100% of educational organizations have been connected to the electronic information system "Kundelik".
Broadband access to the Internet
As of today, 399 schools out of 399 schools are provided with broadband access (100%).
of these, there are only schools:
-with Internet speeds of 4 Mbit/s and higher – 374 (93.7%);
- with Internet speed up to 4 Mbit / s-25 (6,3%);
- where there is no Internet – 0 (0.0%).
school Coverage by Wi-Fi network
To date, 318 out of 399 schools are provided with Wi-Fi points. This is 79.7 % of the total number of schools in the region. In September 2019, the corresponding work is being carried out to bring the share of schools covered by Wi-Fi points to 90% (360 schools).
Equipment with computer and multimedia equipment.
In educational institutions of the region, 18,818 computers were registered, which are used in the educational process. Currently, the state of the computers is satisfactory. In addition, it can be noted that in the learning process, on average, 8 students have 1 computer.
TVE Automation
Currently, the region is successfully working on connecting to the information system "Electronic College" Platonus". In 2019, 27 (100%) state colleges in the region are fully connected to this information system.
The transfer of these structures to a digital system will allow you to plan the admission of applicants, electronic storage of personal information of students and teachers, plan the education system, and track academic performance.
By September 2019, 44 colleges (27 state and 17 non-state) are expected to be 100% connected to this information system in the region.
Opening of IT classes and it Lyceum
According to the address of the President of the Republic of Kazakhstan on the program "Digital Kazakhstan", "Roadmap 2018-2020 for the development of human capital for the digital economy", the main tasks in the education system are defined.
In order to implement this project, with the assistance of the Aktobe regional branch of the Nur Otan party, 25 IT classes were opened in General education schools in 2018.

AIS " E-Portfolio»
Since June, it is planned to introduce the state service "Acceptance of documents for certification for assignment (confirmation) of qualification categories to teachers and persons equated to them in educational organizations that implement programs of preschool education and training, basic secondary, General secondary, technical and professional, post-secondary education". At the end of July, a seminar-meeting will be organized on the E-Portfolio information system provided by cloudmart LLP for specialists of city and district departments of education, regional boarding schools responsible for providing public services in electronic form. Today in the framework of the State program "Digital Kazakhstan" in Aktobe region in all medical organizations carried out a phased work on implementation of integrated medical information system "Dammed", "КазМедGIS" and automated control system of emergency medical aid "Idea" (Station emergency care).
In total, 866,845 electronic health passports were filled out by outpatient services in the region. On the basis of Medical information systems used by mobile application "Dammed" and "the doctor". Digital literacy posts have been created in all clinics, where all applicants will be advised on how to install the mobile app and demonstrate its capabilities (making an appointment with a doctor, calling a doctor at home, searching for medicines, etc.).
Today, the number of mobile app users is 163,582 thousand people (40% of the Internet active population aged 20 to 60 years).
Among them, mobile app users among pregnant women registered – 9,563 (68.7%), mobile app users among parents of children under 5 years of age–39,062 (42.2%), mobile app users among patients registered in a dispensary – 13,276 (28.9%).
Almost all used forms of medical documentation have been converted to electronic format. Also, as part of the transition to paperless technology, work is underway on electronic issuance of sick lists and prescriptions for paid medications. To date, medical organizations have issued 32,566 sick leaves and issued 3,116 paid prescriptions. For the current period have been digitized 851 354 electronic passports of health.
The MIS "Damu" was integrated with the portal "E-gov" and 6 is of the Ministry of health of the Republic of Kazakhstan ("Outpatient care", "Automated information system polyclinic", "register of attached population", "resource management System", "Bureau of hospitalization" and "Electronic register of inpatient patients"). Integration with the rest of 15 the IP of MOH is planned after the commissioning of the Platform's interoperability at the Central level, which will provide automated data exchange between MIS and IP of MOH.
Effects of digitalization:

In the sphere of digitalization of the housing and utilities sector
Implementation of the project to connect multi-apartment residential buildings (hereinafter-MZHD ) to the unified information system of housing and utilities " e-Shanyrak»
For the pilot project on connecting to IP "e-Asia" was selected 9 houses in Aktobe (PR. abulhair Khan 3, 4, 5, 11, 13, and St. Mikhail Prokhorov 2,4, 8, 10).
For this project we need the obligatory presence in the houses of 4 types of devices: metering devices of water, heat, electricity and automated heat points. All pilot houses are 100% equipped with the necessary appliances.
To connect houses to the "e-Shanyrak" IC, you need to create houses in the system with the application of the technical passport of a residential building and provide data transfer of 3 metering devices to the system-General household metering devices for water, heat and electricity.
To date, 9 pilot houses provide data transmission from all 3 metering devices: electricity, water and heat (27 units in total).
In total, 388 MZHD units were created in the e-Shanyrak system. At the same time, work continues to ensure the transmission of readings from metering devices installed in the remaining created houses. To date, in General, data from 127 electricity devices, 13 water devices and 11 heat devices have been integrated with the e-Shanyrak
system. The total number of houses that have been integrated is 128 MZHD.
According to the roadmap, it is necessary to select at least 25% of the total number of Railways for connection to a single IP every year.
Single payment document
Within the framework of the "Smart city" concept, measures are being implemented to create A single payment document (EPD), which includes: a Single database of subscribers; payment Acceptance, including online via the building's Website.
Payment acceptance under the "Unified payment document" project can be made through Kazpost branches (21 branches), via the website post.kz (24/7), via second-tier banks: Kaspiy Bank (kaspi.kz), Halyk Bank and QIWI terminals.
To date, contracts have been signed with 63 organizations for providing EPD invoices (for services: water and heat supply, sanitation, Elevator, intercom, solid waste removal), including with Telecom operators Kazakhtelecom JSC, TransTeleCom, bainur, Svim, and 24 KSK. It should be noted that contracts have been concluded with all management companies (CC) serving residential buildings (from 11 CC serving 95 homes).
Automated outdoor lighting control system
As part of the implementation of measures for the introduction of an automated street lighting control system (ACS no) in 2018, the city of Aktobe installed ACS NO equipment (cabinets for remote control of power supply) in the amount of 32 PCs.
Also in this direction, in 2018, the akimat of Aktobe city carried out work on the modernization of street lighting (replacing old lamps with LED-708 PCs, reinforced concrete supports with metal-310 PCs, wires of street lighting lines-20 km).
