Explanation to the report for 2019 on 1 forest object for state forestry institutions of the Aktobe region
As a result of forest management works carried out on the territory of the state forest Fund of the Aktobe region in 2015-2016, in accordance with the developed forest management project, more than 12.0 thousand hectares of dry forests were identified in the region. These forest areas, which pose a high fire danger and turn into various pest centers, were to be urgently cut down and removed in the next 3-5 years. Considerable funds were allocated from the budget to carry out these works. Every year, the area of dead forests has been sharply reduced, and now we have started to complete these works. For this reason, while 51713 m3 of dead wood was produced in 2018, in 2019 its volume decreased to 19513.7 m3. Accordingly, the amount of work costs decreased by 9,160. 0 thousand tenge and in the reporting year amounted to 30,840.0 thousand tenge.
The volume of seed collection decreased in the reporting year without the implementation of the plan for seed collection by Aktobe, Martuk and Temir forests.
The funds allocated for the cultivation of planting material by Aktobe, Bolshoy badger, Karabutak and Kobda forestry institutions have not been fully utilized without the planned growth of seedlings, but Martuk, Wilsky and Temir forestry enterprises spent 1210.8 thousand tenge more on the development of forest nurseries at the expense of extra-budgetary revenues than in 2018.
The increase in funds allocated for afforestation, due to the unplanned expansion of Aktobe forestry institution, as well as purchase of machinery and equipment used in this area for a large badger, Koblinsky and UIL forestry institutions. In other institutions, the main equipment was purchased in 2018 and was not reviewed in the reporting year.
Salaries of employees in the field of protection, protection, reproduction of forests and reforestation will be increased in 2019. 25% of employees working in rural areas have been added, and the basic salary has increased, which has increased the calculation of payments depending on the amount of work. Thus, the indicator of protection and protection of forests (salaries of forest guards and forest masters) in the region increased by 80454.9 thousand tenge.
The indicator of fire prevention measures in 2018 decreased due to funds allocated to Aktobe, Karabutak, Temir and Kobda forestry enterprises for the repair of fixed assets and buildings. In other institutions of the orange economy, this indicator has increased due to rising wages.
The forest management indicator decreased in 2019 due to significant funds allocated to the Martuk and Wilsky forestry enterprises for the repair of administrative buildings in 2018 and the purchase of administrative basic equipment. In other institutions, this indicator is due to an increase in wages.
Other expenses include expenses for activities that are not directly related to production (transport insurance, personnel training, expenses for performing paid services, purchasing clothing, etc.). This indicator in the reporting year is mainly with a large difference in the Martuk and Temir forest districts. Martuk forestry invested a lot of money in 2018, and Temir forestry invested a lot of money in 2019. Institutions have the right to spend funds at their discretion, since the source of funds is mainly funds from the provision of paid extra-budgetary services.
