The Department of Onomastic Work and Analysis (hereinafter referred to as the Department) is a structural subdivision of the Department for the Development of Languages of the Aktobe region.
The Department is guided in its activities by the Constitution of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan dated July 11, 1997 "On Languages in the Republic of Kazakhstan", the Law of the Republic of Kazakhstan dated December 8, 1993 No. 2572-XII "On administrative-territorial structure in the Republic of Kazakhstan", the Decree of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138 "Naming administrative-territorial units, components of settlements, their renaming, and also take into account the opinion of the population of the relevant territory when clarifying and changing the transcription of their names", Decree of the Government of the Republic of Kazakhstan of 1996

The structure and staffing of the department is approved by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

Main tasks, functions, rights and responsibilities of the Onomastic Work and Analysis Department

Task:

1. formation of a favorable onomastic situation in the territory of the region – organization of measures for the development of the national onomastics system;

2. Organization of work on restoration of historical names, assignment of names, renaming of settlements, rural districts, villages, cities of district significance, administrative-territorial units, formation of a system of propaganda, explanatory work.

3. Coordinates the work on the implementation of Article 21 of the Law "On Languages in the Republic of Kazakhstan";

Function:

Organizes the work of the regional onomastic commission, monitors the quality preparation of proposals for naming, renaming objects, components in accordance with the requirements of legislation; sends to the republican onomastic commission under the Government of the Republic of Kazakhstan;

Coordinates the achievement of performance indicators on onomastics, provided for by the state program for the implementation of language policy in the Republic of Kazakhstan for 2020 – 2025;

Participates in research, analytical work on the issues of ordering the names of administrative-territorial units, restoration of historical and geographical names;

Controls the functioning of the state language in the field of visual information, conducts methodological work in terms of the placement of details and visual information;

Conducts propaganda and explanatory work in the media on onomastics;

Carries out the production of periodical printed materials (magazine, bulletin, album, examination, collections, etc.) on onomastics;

Provides scientific and analytical, scientific and practical work on toponymic and accounting administrative-territorial units;

Organizes a set of measures to unify visual information, develops methodological collections;

Provides methodological assistance, adding names to the dictionary of toponyms according to the "Address Register" system;

Carries out departmental communication with the Population Service Center, the Real Estate Center, the Regional Department of Statistics, the Registry Office Department, the Department of Justice, interested institutions;

Provides scientific and analytical, scientific and practical work on toponymic and accounting administrative-territorial units subject to change in the region;

Prepares information, reports, collections to higher authorities on the main issues of the department;

Plans the work of the department, monitors the implementation of the work plan of the department, systematizes.

Provides high-quality preparation of proposals received at the meeting of the regional onomastic commission, in accordance with the requirements of the legislation;

Organizes sociological research on ranking the situation in the field of onomastics, conducts monitoring;

Coordinates advisory and explanatory work on the correct spelling of visual information;

Coordinates the work on the regulation of surnames, patronymics and surnames of citizens of Kazakh nationality of the Republic of Kazakhstan, organizes practical, methodological activities, prepares responses to appeals, requests on these issues, issues certificates to the population;

Coordinates the achievement of the indicator on compliance with the principles of transparency in the ordering of onomastic names;

Collecting information, making recommendations, maintaining a database from city and district government agencies;

Coordinates work with non-governmental organizations on the work of the Department;

Summarizes proposals for the maintenance of visual information in public service areas, on transport in accordance with the requirements of legislation, develops methodological materials;

Closely cooperates with advertising agencies, enterprises in terms of visual information;

Prepares an action plan to prevent the facts of anti-corruption, prepares information;

E-archive monitors the maintenance of the information system "unified electronic archive of documents";

Performs in the interests of local public administration other functions assigned to local executive bodies by the legislation of the Republic of Kazakhstan;

Conducts office work in accordance with the nomenclature of management cases within the framework of its functional responsibilities;

Monitors the timeliness of responses to appeals from citizens, legal entities, deputy requests and other documents;

Within its competence, prepares information, certificates, performs other functions within the competence of the department;

Rights and responsibilities:
Consideration of proposals for naming and renaming administrative-territorial units, objects, and components in accordance with the requirements of legislation;
Substantiate the recommendation documents received by the department for compliance with the procedure approved by the requirements of the legislation;
Request information and data for monitoring, analysis of work performed on the main functions of the department;
Based on the Instructions for translation into Russian in accordance with the language norms of the Kazakh language, the locality has the right to make adjustments to the naming of other names.

Organization of the activities of the Onomastic work and Analysis Department

5) the Department of onomastic works and analysis for the implementation of its main goals and functions has the appropriate powers in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.

6) the department is headed by the head of the department, appointed and dismissed by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

7) the head of the department organizes and directs the work of the department and is personally responsible for the performance of the functions and tasks assigned to the department.

8) the head of the department submits proposals to the management of the department on the staffing table, the structure of the department for the development of languages and coordination work.

9) documents sent on behalf of a structural subdivision of a state body to other structural subdivisions on issues within the competence of the structural subdivision are signed by the head of the structural subdivision, and in case of his absence - by the person replacing him.
