On the activities of the department for the development of languages and coordination work of the Office for the development of languages of the Aktobe region

               General provisions

        The Department for the Development of Languages and Coordination Work (hereinafter referred to as the Department) is a structural subdivision of the Department for the Development of Languages of the Aktobe region.
   The structural unit is guided in its activities by the Constitution of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan dated July 11, 1997 "On Languages in the Republic of Kazakhstan", the Decree of the Government of the Republic of Kazakhstan dated 2019 "On the state program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025
Dated December 31, No. 1045, other regulatory legal acts of the Republic of Kazakhstan regulating relations concerning the state language policy.
     The staffing table, the structure of the department for the development of languages are approved by the founder of the department (authorized body) of the Department for the Development of languages of the Akimat of Aktobe region.
   Department of Language Development and Coordination Work:

Main tasks, functions, rights and responsibilities of the Language Development and Coordination Department

Task:

Improving the efficiency of management activities;
Modernization of the Kazakh language on the basis of Latin alibpi graphics with the provision of full-fledged activity of the Kazakh language as the state language;
Implementation of a harmonious language policy aimed at improving language culture and developing language capital
Implementation of a set of important measures aimed at the development of the State and other languages;
Control over the implementation of the Law of the Republic of Kazakhstan on Languages;

Functions:

Implements the state program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025, coordinates the work;

Develops and submits for approval to the executive body a semi-annual schedule of preventive control over compliance with the legislation of the Republic of Kazakhstan On languages by territorial divisions of central executive bodies and district executive bodies, conducts preventive control, makes recommendations;

Analyzes the implementation of the Action Plan for the implementation of the state program for the implementation of Language policy in the Republic of Kazakhstan for 2020 – 2025, coordinates the achievement of target indicators and indicators of results;

Ensures the fulfillment of tasks, direct performance indicators and measures of the Action Plan for the gradual transition of the alphabet of the Kazakh language to the Latin schedule, the roadmap for the implementation of the election program of the Nur Otan party;

Participates in planning, makes suggestions on management activities;

Coordinates the organizational work necessary for the free and free mastery of the state language by the population of the region;

Participates in the regulation of public relations and issues arising in connection with the use of languages in State and non-state organizations;

Carries out the examination of regulatory legal acts submitted for approval in accordance with the requirements of the legislation on issues related to the competence of the Department;

Conducts work to increase the share of participants in written communication using the Latin graphic alphabet; develops methodological manuals, collections, visual products, handouts;

Coordinates the work on teaching ethnic groups the state language and native languages in Sunday schools at ethno-cultural associations; participates in the development of teaching aids, dictionaries and standard programs;

Forms a state social order in the direction of strengthening social harmony and national unity;

Coordinates work with non-governmental organizations; carries out work to increase the prestige, demand, stimulate the expansion of the scope of the state language;

Implements projects to promote trilingualism in the direction of the development of the language capital of citizens, participates in the development of multimedia, printed media;

Coordinates methodological and organizational support for representatives of the Kazakh diaspora abroad in learning their native language;

Coordinates the work of sociological and analytical research in order to study the language situation developing in the region;

Prepares and publishes analytical materials on topical issues of the language sphere, participates and gives interviews;

Prepares and submits proposals to interested bodies on the main issues of the department, establishes interdepartmental relations;

Monitors the progress of projects implemented at the expense of budget programs commissioned by the department;

Develops a management work plan, monitors the implementation of planned activities, systematizes;

Coordinates the work to increase the share of Kazakh-language content in the state media, develops and implements a media plan;

Provides support to active citizens, volunteers in carrying out initiative projects aimed at supporting the Kazakh language through the mass media;

Publishes materials in periodicals, portals, social networks on topical issues of development and creation of the language environment, participates in the organization of television and radio broadcasting;

Interacts with the media on the implementation of language policy,

Carries out project activities within the framework of the implementation of strategic goals and objectives, coordinates the execution of projects related to management in the regional project office;

Provides educational and methodological assistance to Sunday school teachers, implements professional development projects;

Carries out work on the translation of office work in state bodies into the state language, quarterly analyzes the document management system in institutions;

Interacts with local executive bodies, various spheres of activity on the implementation of language policy, expanding the scope of the state language, summarizes proposals, ensures the implementation of work on the basis of generalized proposals.

Conducts lectures, seminars, meetings, conferences and other events provided for by the state program aimed at improving the level of language culture;

Promptly responds to appeals and letters from citizens, legal entities, deputy requests and other documents;

Conducts office work and forms documents in a timely manner in accordance with the nomenclature of management cases;

Carries out other activities within its competence;

Rights and responsibilities:

1) Preparation and holding of cultural events aimed at promoting and developing the state language, as well as interaction with other state institutions on this issue;

2) to make recommendations to the relevant authorities on the elimination of violations of the requirements established by the Law of the Republic of Kazakhstan on Languages;

3) to consider letters and appeals of residents in accordance with the established procedure;

4) receive and request, within its competence, information and materials from state bodies and institutions, departments, enterprises and officials;

5) to make proposals for further improvement of the legislation of the Republic of Kazakhstan on languages, increase the effectiveness of the state language policy, expand the scope of functioning of the state language.

 

Organization of the activities of the Department for the development of Languages and coordination work

6) the Department for the development of languages and coordination work for the implementation of its main goals and functions has the appropriate powers in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.

7) the department is headed by the head of the department, appointed and dismissed by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

8) the head of the department organizes and directs the work of the department and is personally responsible for the performance of the functions and tasks assigned to the department.

9) the head of the department submits proposals to the management of the department on the staffing table, the structure of the department for the development of languages and coordination work.

10) documents sent on behalf of a structural subdivision of a state body to other structural subdivisions on issues within the competence of the structural subdivision are signed by the head of the structural subdivision, and in case of his absence - by the person replacing him.
