About approval of the list of types of physical culture and sports organizations and rules of their activity in which educational and training process on preparation of sports reserve and high-class athletes is carried out

In accordance with subparagraph 47) of article 7 of the Law of the Republic of Kazakhstan dated July 3, 2014 "on physical culture and sports", I ORDER:

Approve:

1) the List of types of physical culture and sports organizations in which educational and training process on preparation of sports reserve and high-class athletes is carried out, according to Appendix 1 to this order;

2) Rules of activity of children's and youth sports schools, sports schools for the disabled, in which the training process is carried out for the preparation of sports reserves and high-class athletes in accordance with Annex 2 to this order;

3) Rules of activity Of the centers of preparation of the Olympic reserve in which educational and training process on preparation of the sports reserve and high-class athletes according to Appendix 3 to this order is carried out;

4) Rules of activity of the centers of Olympic preparation in which educational and training process on preparation of the sports reserve and high-class athletes according to Appendix 4 to this order is carried out;

5) Rules of activity of schools of the highest sports skill in which educational and training process on preparation of the sports reserve and high-class athletes according to Appendix 5 to this order is carried out;

6) Rules of activity of children's and youth clubs of physical training in which educational and training process on preparation of sports reserve and high-class athletes according to Appendix 6 to this order is carried out;

7) Rules of activity of sports clubs, sports clubs for disabled people in which educational and training process on preparation of sports reserve and high-class athletes according to Appendix 7 to this order is carried out;

8) Rules of activity of professional sports clubs, which carry out the training process for the preparation of sports reserves and high-class athletes in accordance with Annex 8 to this order;

9) Rules of activity of the sports training Center for persons with disabilities, where the training process for training sports reserves and high-class athletes with disabilities is carried out in accordance with Annex 8-1 to this order.

Recognize as invalid some orders of the authorized body in the field of physical culture and sports according to Appendix 9 to this order.
Committee for sports and physical culture of the Ministry of culture and sports of the Republic of Kazakhstan (Kanagatov I. B.) in accordance with the procedure established by law:

1) submit this order for state registration to the Ministry of justice of the Republic of Kazakhstan;

2) after state registration in the Ministry of justice of the Republic of Kazakhstan, ensure the official publication of this order in periodicals and in the information and legal system "Adilet".

Control over the execution of this order is assigned to the Vice-Minister of culture and sports T. K. Yesentayev.
This order shall enter into force ten calendar days after the date of its first official publication.

Rules of activity of the sports training Center for people with disabilities, where the training process for training sports reserves and high-class athletes with disabilities is carried out

Chapter 1. General provisions

These Rules of activity of the sports training Center for persons with disabilities, where the training process for the preparation of sports reserves and high-class athletes with disabilities is carried out (hereinafter-the Rules) determine the procedure for the activities of the sports training Center for persons with disabilities (hereinafter – the Center).

The center is a legal entity and its activities are governed by the regulatory legal acts of the Republic of Kazakhstan on state property, physical culture and sports and other regulatory legal acts of the Republic of Kazakhstan, as well as these Rules and the Charter of the Center.
The following concepts are used in these Rules:

1) senior coach – a sports coach who provides General guidance over the composition of coaches in the sport and is directly involved in training activities;

2) variable composition – the composition of the disabled athletes involved in training camps and competitions, enrolled in the Center;

3) personal trainer – the physical person having the education in the field of physical culture and sport and those personal training athlete with a disability in the course of training process and competitive activities, maximally focused on the athlete-a disabled person which he does;

4) training camp – centralized event, organized to enhance the sportsmanship and the quality of the educational-training process of sportsmen-invalids;

5) sport is an integral part of the sport, the hallmarks of which are the environment of the classroom, a set of physical exercises or intellectual abilities in competitive activities and competition rules;

6) a single calendar of sports events – the official document governing the planning and conduct of training of work for the calendar year;

7) international competitions – competitions in a sport among disabled athletes (teams), in which representatives of at least five States take part.

Chapter 2. Procedure for the Center's activities

Training of disabled athletes is carried out year-round, but no more than 250 days per year for one disabled athlete in accordance with promising training programs for disabled athletes.
Disabled athletes who regularly show high sports results (repeated winners and prize-winners of international competitions) and have the prospect of improving their sports performance are transferred to regular national teams or national teams of the Republic of Kazakhstan.
Results of athletes with disabilities shown at international competitions are counted to the Center and organizations that represented athletes with disabilities.
The senior coach of the Center develops a long-term training program for disabled athletes and coordinates it with the Director of the Center, as well as monitors its implementation together with the involved coaches, organizes work on training disabled athletes and their performance at competitions, conducts regular analysis of the results of performances of disabled athletes at competitions, implements long-term programs and training plans for students, and monitors the implementation of individual training plans, organizes and conducts Patriotic and educational work with disabled athletes.
The personal trainer conducts training sessions according to the individual plan of disabled athletes and works under the direct supervision of the senior coach of the Center.
Disabled athletes of youth, Junior, youth and adult age who have moved to the regular national teams or national teams of the Republic of Kazakhstan in sports remain in the variable composition of the Center.
The Center is credited with:

1) athletes with disabilities Junior, Junior, youth and adult ages, disabled athletes in sports Centers and being winners and prize-winners of the Championships (the Championships) of the Republic of Kazakhstan or international competitions, as well as disabled athletes included in national teams of the Republic of Kazakhstan for sports;

2) athletes with disabilities in game sports who are members of youth, Junior, youth and adult national teams of the Republic of Kazakhstan;

3) coaches not lower than the highest qualification level of the second category.

The center's contingent has a variable composition.
The sports Department is formed from the number of disabled athletes in each age category and consists of no more than three members to the largest number of the team that is allowed to participate in international competitions.
The composition of coaches per sport in each age group is no more than 4 units.
The composition of disabled athletes, coaches( sports departments), and the unified calendar of mass sports events is approved by the head of the Center in agreement with the authorized body in the field of physical culture and sports (hereinafter – the Authorized body) annually for summer Paralympic and Deaflympic sports until January 20, and for winter Paralympic and Deaflympic sports until may 20.
