Targeted social assistance (hereinafter referred to as TSA) provides comprehensive social assistance to low-income citizens:
first, it is a cash payment;
secondly, measures to promote employment, that is, referral to training, youth practice, public works, social jobs, micro-credit, permanent jobs;
third, social adaptation measures, including social rehabilitation of disabled people, legal advice, assistance in obtaining housing assistance to compensate for the cost of housing and communal services, placing on the waiting list for housing and kindergartens, as well as registration in women's clinics, and other measures (organization of sections, clubs, optional classes and free meals for school-age children);
fourth, a guaranteed social package for children from low-income families (provision of food sets and household chemicals; provision of free meals at the place of study, school uniforms and school supplies, preferential travel on public transport).
TSA is classified into 2 types: unconditional and conditional monetary assistance.
Unconditional monetary assistance is provided to families with disabled citizens or families in which the only able-bodied family member for objective reasons is unable to find a job (takes care of a child under the age of three, a disabled child, a disabled person of the first or second group, the elderly who need outside care and assistance).
Participation in employment promotion measures is not required to receive unconditional monetary assistance.
Unconditional cash assistance is assigned for the current quarter from the month of application and is paid monthly.
Conditional cash assistance is intended for families with at least one able-bodied member, and is provided subject to the conclusion and fair performance of a social contract. The social contract is valid for 3 months.
Conditional cash assistance is assigned from the month of application and is paid monthly or at a time for the duration of the social contract.
To assign a TSA, low-income families (citizens) must apply to the employment Center at their place of residence, in rural areas – to the mayor of a village, settlement, or rural district with an application and an identity card for identification.
When accepting documents for assistance, an interview is conducted, during which the grounds are determined:
- to receive unconditional or conditional monetary assistance;
- need for employment promotion measures;
- the need for social adaptation measures.
The TSA is assigned to citizens with an average per capita income that does not exceed the poverty line for each family member.
