Today, 27 725 disabled people live in the region, including 3757 disabled children under 16 years of age.

In order to provide social support to persons with disabilities, 2.4 billion tenge was allocated from the national and local budgets for 2021, including 1.6 billion tenge for providing technical means of rehabilitation and sanatorium-resort rehabilitation in accordance with individual rehabilitation programs for 9 552 disabled people.today, 15 896 disabled people or 60,1% are provided.
Invataxi services were provided for 989 disabled people with disorders of the musculoskeletal system and vision, and 121,1 million tenge was provided from the local budget.
In the conditions of semi-stationary and home care, special social services are provided by 6 non-governmental organizations (NGO "zhaina", NGO "Gazhap", NGO "Yerasyl", NGO " Kamkor Martok», NGO "center for support of disabled people-Mugalzhar", NGO "center for support of disabled people-UIL", NGO "Malika"). For the provision of services by non-governmental organizations, 122,2 million tenge was allocated from the national budget.
In addition, special social services in home care were provided to 426 disabled children and 1562 single and disabled people by 18 social assistance departments. For the implementation of the state social order for the provision of special social services to 6 victims of human trafficking in 2021, it was allocated from the Republican budget (RB) 8,6 million tenge.
In 2021, 258 are planned to be adapted for unhindered access of persons with disabilities to social infrastructure facilities. 252 facilities have been adapted. (from 2014 to 2020, 819 objects were adapted).
Persons with disabilities are provided with 55 types of rehabilitation equipment and services.187 service zones have been opened in Aktobe and the districts of the region.
On the territory of the region there are 3 medical and social institutions that provide special social services in a hospital:
- Social service center No. 1 (residential home for the elderly and disabled), the number of foster children living in the Center is 195 people.
- Social service center No. 2 (psychoneurological boarding house), the number of wards living in the Center is 429 people. It was planned to cover 1105 people with active employment measures, a total of 906 people or 82.0% were covered.
In addition, 7.2 million tenge thousand tenge was allocated to subsidize the employer's expenses for creating special jobs for 14 disabled people, which were created. As of today, individual rehabilitation programs have been developed for 12 200 disabled people, of which 11 200 disabled people or 92% have been digitally signed.
It is planned to build a rehabilitation center for 150 places, plot was allocated for the construction of the Center in the Nur – city microdistrict,
Before the construction of the rehabilitation center, materials are being prepared for the opening of a small Rehabilitation center for people with disabilities in the state social order.

All 55 types of technical rehabilitation and maintenance services have been introduced through the Social Services Portal.
