In 2023, the number of cultural institutions in the cultural sphere of the district amounted to 34 units, including
21-State Library: 1 District Central,1 city youth,1 District children's,3 City,15 rural libraries.
13 cultural and leisure institutions: 1audan,4 rural houses of Culture, 8 rural clubs.
The total number of cultural workers in the industry is 163 full – time units,the actual number is 183, including the creative staff-90 people.
During the reporting period, 617 cultural events were organized. There are 60 circles at the Houses of culture, which cover 546 people. It has 30 children, 326 participating children and 220 members, the 30-side is aimed at young people and seniors . At the libraries, 6 circles dedicated to children's creativity work with 67 readers.
The book fund of the district's libraries is 225016 copies, including 136493 copies in the state language. The number of novice books is 3346 copies.
This year, the construction of a 150-seat building in the village of Munke bi and Kaulzhir is being completed.
The state list of historical and cultural monuments of local significance of Aktobe region included 26 monuments in Shalkar district. Monuments located in the district are taken under control and measures are taken in accordance with the needs, to date, according to the Regional Department of culture, archives and documentation, within the framework of the roadmap for 2023-2025, this year onalbek (Balgasyn) with the financing of the regional budget, restoration and current repair of Tokpan monuments with the financing of the Republican budget were carried out.
For major repairs of the shilikty rural house of culture in 2024, documents were prepared for inclusion in the program "Auylym Altyn besigim" with an estimated cost of 316019.0 thousand tenge.
Within the framework of the project "let's open talents together" 13 events were organized.
In order to implement the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025, 28 events were held.
In total, 33 applications were registered and reviewed during the reporting period for the" e-application".There are no overdue or unanswered applications.
On the basis of the annual plan for the development of languages, 6 events were held. The expert group created under the state institution" Department of culture and language development of shalkar district " conducted explanatory work, monitoring the correct and competent use of signs and visual information of retail outlets located in the district center, cash checks, menu languages offered in catering services in the state language in order to monitor the implementation of the law on languages of the Republic of Kazakhstan every month.
In connection with the monitoring of the share volume of office work in the state language in the general document flow in state and local executive bodies, the Ministry of Education and science of the Republic of Kazakhstan sent information on document flow in the state language on a quarterly and annual basis (on a quantitative and percentage basis)from all state institutions of the district to the Regional Department of languages.
The level of proficiency of the population of the district in the state language is 100% , the share of document circulation in state bodies in the state language is 98.0%.
In order to ensure that visual media in business facilities meet the requirements of the language law, the department conducts explanatory work.During the work, methodological assistance is provided on the identified shortcomings, these works give a positive result, and mistakes are corrected. During the reporting period, explanatory work was carried out on 72 objects, of which 12 objects eliminated the shortcomings.
