Chapter 2. Maintenance and protection of green spaces

  1. The green areas of all categories and types form a greening system within the boundaries of the settlement, are included in the green fund of the settlement and perform recreational, environmental and sanitary protection functions, with the exception of green spaces growing on the sites of the state forest fund and specially protected natural territories of republican and local significance, territories of an individual residential building and personal subsidiary farm, in suburban areas.
  2. The owners of land plots and (or) land users maintain the green spaces located on them in a healthy condition and ensure their safety, protection and maintenance work at their own expense.
  3. The main purpose, functions of the development of the green fund of settlements is:

preservation of ecological balance;

         maintaining an optimal temperature regime, including in summer;

         maintaining the air humidity mode;

         adsorption of polluted air (exhaust gases, sewage, fires, the smell of accumulated municipal waste and other sources of air pollution);

         absorption, purification, other elimination of pollution and other forms of negative impact on a certain territory;

         decorative and aesthetic, the formation of a favorable living environment.      7. Measures to protect and improve the green fund and the environment are carried out by citizens, officials and legal entities, in accordance with the requirements of these Rules.

  1. The development of green areas of the corresponding administrative-territorial unit is carried out in accordance with the dendrological plan.

  3. The placement (construction) of new and expansion of existing industrial, communal and warehouse facilities, buildings and structures of residential and civil purposes that are not directly related to the functioning of the recreational zone are not allowed on the territory of public lands that fall under the recreational zone.
  4. When designing and constructing facilities, it is necessary to provide for landscaping of the area of the territory free from development of at least 20% provided for the construction of the facility with maximum preservation of existing green spaces on the territory of the site intended for construction and installation works.

Chapter 3. The procedure for maintaining documentation

 on the accounting of green spaces

  1. All types of green spaces are subject to accounting by means of:

inventory and forest pathology examination of green spaces located within the boundaries of the accounting object;

         filling in the act of survival of green spaces, in the form according to Annex 4 to these Rules;

         maintaining a register of green spaces;

         development of a dendrological plan.

  1. The dendrological plan is developed by the authorized body within the boundaries of the settlement, with the involvement of organizations providing services of dendrological surveys, which include ecologists and (or) dendrologists.
  2. The dendrological plan consists of two parts.

         The first part consists of a cartographic image on which each green space is assigned an ordinal number and is accompanied by a recalculation sheet. In the cartographic image, in addition to green spaces, open areas of lawns, playgrounds, paths, reservoirs are displayed, taking into account the development zone and common areas, including streets, roads (carriageway).

         The second part is descriptive, which specifies the identification characteristics of the greening object, the identification characteristics of the dendrological plan, the quantitative and species composition of the growing green spaces, describes the terrain, the composition of the soils on which the green spaces grow, indicating the marks:

for cutting (sick, dried);

         under the transplant;

         not affected.

  1. The scale of the dendrological plan is 1:10000.
