RULES
GENERAL PROVISIONS
1.1. The department of housing monitoring (further - department) is a structural division of SI "Management of construction, architecture and town-planning of the Aktobe region" .
1.2. The department carries out the activity according to the Constitution and Laws of the Republic of Kazakhstan, acts of the President, the Government of the Republic of Kazakhstan, other regulatory legal acts, and also these rules.
1.3. The structure of the department and the limit of staff are determined by the staff of the Department.
1.4. There is no structural subdivision of the Department, which is part of the structure of the Department.
II. MAIN OBJECTIVES, FUNCTIONS , RIGHTS AND OBJECTIVES OF THE DEPARTMENT
2.1. The main purpose of the department is:
1) Coordination of the implementation of the annual plan for housing construction at the expense of all sources of funding.
2.2. Basic systems and tasks:
1) Development and adjustment of the State program of housing construction ;
2) monthly monitoring of the implementation of the Housing Construction Program ;
3 ) preparation of materials for the republican and regional higher authorities on the implementation of investment projects and programs;
4 ) preparation of information for the media and round tables, preparation of reports to the heads of the region and the department ;
5 ) collection of information from district departments or akimats, institutions within the functional responsibilities;
6 ) Work with complaints of the population;
7 ) of the first paper of the link to the organization.
2.3. Rights and responsibilities of the department :
1) Use of statistical, accounting, accounting and other necessary materials in the course of work .
2) Preparation of the resolution of akim following the results of implementation of the Program for the reporting period.
3) Ensuring the quality and timeliness of translation and processing of materials and information.
4) Organization of the report on sending all outgoing correspondence from the Department.
5) Correspondence with the akimat of the region, government agencies on matters within the competence of the department.
III. Organization of the department's activities
3.1. The department has the necessary powers to implement their main objectives and systems in accordance with the act of the President of the Republic of Kazakhstan, the legislative act of conformity;
3.2. In accordance with the legislation of the Republic of Kazakhstan, the department is headed by the head of the department, who is appointed and dismissed by the head of the department.
3.3. Head of the department :
1) manages all activities of the department, ensures and organizes the implementation of tasks to the higher body and the management of the department in a timely manner ;
2) Coordinates tasks among employees of the department and monitors their implementation;
3) Makes proposals on issues within the competence of the department for consideration by management;
4) Guides, implements and monitors the implementation of the work plan of the Department.
5) Follows the rules of organization and maintenance of paperwork in the department, ensures the order of proper execution.
3.4. Continuity and interchangeability:
1) In case of temporary absence from work for a valid reason (during a business trip, vacation and sick leave, etc.), on the recommendation of the head of the department, his temporary duties are assigned to one chief specialist;
2) In the absence of one of the chief specialists of the department, on behalf of the head of the department, the duties are temporarily assigned to another specialist of the same department .
