SI "Mugalzhar district department of housing and communal services, passenger transport and highways"
The department was established on January 25, 2005 on behalf of the district akim. The main structure of the department is 1 head of the department, 4 chief specialists and 1 leading specialist. Today there are 4 civil servants on the staff. 1 position of chief specialist and leading specialist is vacant.
- Objectives:
1) general management of housing and communal services, passenger road and rail transport, as well as local roads;
2) ensuring the interests of citizens and society in the formation of a comfortable and environmentally friendly living environment;
3) protection of the legal rights and interests of individuals and legal entities, as well as the national interests of the state;
4) creating conditions for the competitiveness of carriers in the road transport market;
5) protection of the internal market for road transport; 6) further development of road transport infrastructure; 7) implementation of state policy under the state housing program;
8) ensuring control over the application of the Law of the Republic of Kazakhstan "On housing construction";
9) ensuring coordination on issues of lending, construction and provision of housing to the population;
10) control over the implementation of the program of housing and communal services, railway and road transport of the region;
- Functions:
1) the organization of regular intercity, intradistrict, interdistrict transportation of passengers and goods, the development and approval of their routes, the organization of tenders for the right to service them and the approval of the route schedule; 2) maintaining a register of bus stations and bus stations; 3) maintaining a list of intercity, intradistrict, interdistrict routes of regular road transport of passengers and goods; 4) development of a program for the development of road transport of passengers and goods in intraregional relations; 5) development of a comprehensive scheme for the development of passenger transport and traffic management projects in intra-district relations; 6) organization of registration and detention of passengers in accordance with the legislation of the Republic of Kazakhstan; 7) control over compliance with the established schedule of passenger traffic; 8) study of the route network of the area; 9) development of measures for equipping the route network, equipping bus and cash stations, areas for the movement and rest of buses at the terminal stops and their compliance with current standards; 10) checks the compliance of the road surface with traffic safety requirements and takes measures to eliminate the identified deficiencies; 11) development of proposals for opening new routes, changing and closing existing ones, checking changes in passenger traffic; 12) interaction with authorized state bodies to ensure uninterrupted and safe transportation of passengers; 13) organization of the transport process in accordance with the decision of the tender commission of the district and region; 14) organization of rational route packages; 15) carrying out organizational and technical measures for the development and holding of tenders for passenger transportation; 16) conclusion of the conditions for paid services for the use of routes, the organization of passenger transportation in accordance with the decision of the tender committee; 17) advising carriers on legal, financial, tender and other issues; 18) provision of methodological and practical assistance in opening new routes; 19) coordination with the routes of movement of passengers and trucks and coordination of the schedule with the route scheme; 20) preparation and issuance of certificates; 21) rolling stock and technological equipment
