ЦОНы Казахстана возобновили свою работу
С 10 января 2022 года во всех регионах Казахстана за исключением г. Алматы и Алматинской области, ЦОНы возобновили свою работу. Гражданам доступны все услуги. Только в Жамбылской области клиентам будут недоступны услуги по оформлению паспорта и удостоверения личности.
В зависимости от качества связи возможны перебои в некоторых услугах. Также во всех регионах РК пока не работают автоцоны.
О возобновлении работы автоцонов и ЦОНов в г. Алматы и Алматинской области будет сообщено дополнительно.
В регионах, где ЦОНы возобновили свою деятельность, график работы с 9:00 до 18:00.
Ранее, в связи с беспорядками в Казахстане, работа ЦОНов была приостановлена.
В стране введено чрезвычайное положение и красный уровень террористической опасности. Просим клиентов быть осторожными.
About the fourth-level budget
Kobdinsky district is developing dynamically. Socio-economic indicators show positive results every year. District development-development of rural districts. In the 98th step of the program of the President of the Republic of Kazakhstan "100 concrete steps" dated May 20, 2015, an independent budget of local self-government will be introduced at the level of a rural district, aul, village, settlement, city of district significance. Mechanisms of citizens' participation in the discussion of relevant budget projects will work in regional centers and cities of republican significance."
Since January 1, 2018, the fourth-level budget has been approved in the Khobdinsky rural district with a population of more than 2,000 people, and since January 1, 2020, all rural districts have moved to the fourth level.
The introduction of an independent budget made it possible to expand the financial capabilities of rural districts and strengthen the role of local self-government in solving local issues by directly levying taxes to its budget.
Thus, independent budgets of the fourth level provide for the improvement and greening of settlements by the population (for example, this year, at the expense of the local budget, work was carried out on the improvement of the park on Altynsarina St. in Kobda village, the construction of sidewalks along Altynsarina St., lighting) construction, reconstruction, repair and maintenance of highways (in Kobda village Abai, I. Biltabanov, Kopzhasarov, I. Abat Baytak streets, A. Moldagulova in the village of Bestau, Astana in the village of Taldysai), the organization of water supply of settlements and the installation of street lighting (lighting of Abat Baytak streets in the village of Taldysai, Astana in the village of I. Biltabanov, Astana in the village of Egindybulak), etc., which will allow for more efficient planning and use of budget funds, will contribute to improving the living conditions of people and the appearance of settlements.
In order to improve the quality of life and well-being of the rural population, sustainable development of villages in the district in accordance with the program "Auyl-el besigi" and the order of the akim of the region O. S. Orazalin "development of a comprehensive plan for the development of villages with specific measures", the regional pilot project "ABATTANDYRYLYLAN AÝYL" was launched. In this regard, within the framework of the "Auyl - el besigi" program, serious work has been carried out in the villages of Kobda and I. Biltabanov: the construction of a medical outpatient clinic, major repairs of the village club building, repairs and lighting of intra-village streets.
Next year, within the framework of these projects, it is planned to repair highways along 3 streets of the village of Akyrap and the building of the village club.
It should be noted that the new level of the budget is formed at the expense of income from tax and non-tax payments:
- individual income tax on income not taxed at the source of payment;
- personal property tax ;
- transport tax on individuals and legal entities;
- land tax from individuals and legal entities on the lands of settlements;
- payment for the placement of outdoor (visual) advertising in the right-of-way lane of highways passing through the territories of cities of district significance, villages, settlements, rural districts;
- from leasing state property to communal property;
- voluntary fees of individuals and legal entities;
- income from the sale of communal property, as well as transfers from the district budget.
From January 1 , 2022 , in connection with the introduction of amendments and additions to the Budget Code of the Republic of Kazakhstan , revenues to the budget of the rural district will be replenished with 4 types of taxes :
- unified land tax;
- payment for the use of land plots on the territory of the rural district;
- proceeds from the sale of land plots, with the exception of proceeds from the sale of agricultural land plots;
- payment for the sale of the right to lease land.
In this regard, we ask the residents of the district to be attentive to making tax and non-tax payments in the codes of their rural districts.
In the regional House of Culture, a New Year event was held for the pupils of the "Ерасыл-Н" support center for children with special needs in accordance with sanitary requirements.
There was no limit to the joy of the children who took part in the festive event organized in accordance with the program of the Nur Otan party "Кедергісіз келешек" in order to exclude discrimination against children who need special support from society, to ensure equal treatment of all people.
Everyone showed their talents and showed their versatility. During the event, akim of the district B. Kulov congratulated all children and their parents on the coming New Year, wished them health and presented gifts.
Akim of the district B.A.Kulov on the New Year's Eve took part in the festive event «Жаркыра, жайна Жаңа жыл – Тәуелсіз Қазақ еліне!».

The next visit of the akim of the district B.Kulov continued in the Terisakkan rural district. During the trip, I visited schools in two settlements of the district, met with collectives of educational facilities. Having listened to pressing questions, having studied topical issues, he considered the state of heating boilers.
Also, the akim of the rural district was instructed to take control of the construction of a gas filling station in the village of Zhanatalap and a new school building for 60 places in the village of Tersakkan.
