There are 216 citizens in the list of those in need of housing from the state housing fund or housing rented by the local executive body in the private housing fund in the Kobdinsky district.
(Including: Orphans, children left without parental care: 66 citizens; Socially vulnerable segments of the population: 92 citizens; Civil servants, employees of budget organizations, military personnel and persons holding state elected positions: 25 citizens; Large families: 33 citizens).
In 2018-2019, the construction of three two-storey 8-apartment rental communal residential buildings was carried out in the village of Kobda, as a result of which 24 families registered as needing housing from the state housing fund were provided with housing. At the expense of funds allocated from the republican budget in 2019, 4.5 million US dollars will be allocated from the center of the village of Kobda each. 2 residential houses were purchased for a total amount of 2 million tenge and transferred to the queue of large low-income families.
In 2020, within the framework of the housing construction program" Nurly Zher", the construction of 4 low-rise rental and communal residential buildings and 64 families registered in need of housing was carried out in the village of Kobda.
"Happy Family"
In addition, since June 2019, a new direction "happy family" has been launched within the framework of the "Nurly Zher"program. Families with four or more children, families with children with disabilities can participate in this program. Incomplete families with minor children have the right to participate.
In this program, citizens standing in line at the akimat in the above-mentioned categories are given the opportunity to get a loan for the purchase of apartments in newly built houses in Aktobe at 2% per annum, with an initial payment of 10% per annum and purchase ready-made housing on the secondary market.
To date, 4 people have purchased housing in the Kobdinsky district under the "Bakytty Otbasy" program in Aktobe.
Shanyrak Program (5-10-20)
To date, within the framework of the pilot project "5-10-20", as a new direction of obtaining housing, citizens who are on the waiting list for housing in akimats are expanding the possibility of obtaining housing on credit through JSC "Zhilstroysberbank of Kazakhstan". According to this program, the size of family income and the category of the subsistence minimum are of great importance when obtaining housing. The amount of monthly income for each family member does not exceed 3 of the subsistence minimum, then they can participate in the" 5-10-20"program. To date, the CCC bank has started accepting applications from citizens who are on the housing waiting list until 2015.
The pilot project "5-10-20" is a new direction of the "Nurly Zher" program. This provides for the following mechanisms of crediting citizens for the purchase of housing:
* the loan rate is 5%;
* initial payment-10%;
* the loan term is up to 20 years.
Within the framework of the pilot project" 5-10-20", housing can be purchased in new residential complexes or from private developers built under the "Nurly Zher" program.
The maximum loan amount for the first housing of private developers, depending on the region of the country, should not exceed 15 million tenge for the city of Aktobe.
