In the district House of culture and its subordinate village clubs are 4 national and 2 is exemplary of the team. Among them: people's vocal ensemble "Apal", national youth theatre "Chun", folk dance ensemble "Nur-ay", ensemble of dombra players "Saryarka", exemplary dance ensemble "Kerbez" and the exemplary ensemble of dombra players "Orken".The total number of clubs in the institution is 62, which are attended by 570 people .
For 9 months of 2020, employees of the house of culture took an active part in various competitions: in the regional 4, in the Republican -1, in the district 25 contestants.
In 2019, a LED screen was installed in the district House of culture and the Petropavlovsk village club. In 2020, the regional House of culture purchased stage equipment, a carpet, a Presidium table, and seats for the audience.In rural clubs and Asilisa Casestack installed and running on the Internet. In the near future, it is planned to fully install the Internet in other rural club institutions.

The kargalin centralized library system has 13 libraries, including: 1 district centralized library and 1 children's library, 11 rural libraries.

It is assumed that in 2020 the WEB-RABIS program will be purchased, and therefore next year it is planned to cover the regional library with visits to improve the skills of specialists-bibliographers and programmers.

To date, registered: birth-222, death-144, marriage-64, divorce-46, establishment of paternity-0, change of Full Name-8. in comparison with 9 months of 2019, registered: birth-163, death-143, marriage-68, divorce-39, establishment of paternity-8, adoption-1, change of f.I.O.-4.
The district center has a local history Museum. Museum exhibits tell about the history of the district, life, everyday life, and traditions of the residents of our multi-ethnic district.The expositions are located in 6 halls. The Museum Fund currently consists of 6166 exhibits: in the main Fund – 2009, in the additional Fund-2789, in the book Fund-1368 exhibits.
In 9 months of 2020, the kargalinsky district Museum of local history held cultural events-37 of them online-5, excursions-222, lectures-32, exhibitions-37.
