Kazakhstani freight carriers can now apply online for an electronic entry permit to Azerbaijan, Turkey and Kyrgyzstan. The range of destinations available for obtaining foreign permit forms through the elicense.kz portal has been expanded accordingly.
A foreign permit form (FPF) is a document granting a Kazakhstani carrier the right to transport goods through the territory of a specific foreign country. Kazakhstan exchanges such permits with partner countries on a bilateral basis.
"For carriers, this means fewer visits to government agencies and more time focused on their business. The "e-Licensing" platform continues to evolve and expand its services so that as many permitting procedures as possible can be completed online”, said Yerzhan Aktayev, Deputy Chairman of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
The service is available to Kazakhstani carriers (both legal entities and individual entrepreneurs) whose vehicles are registered in the Republic of Kazakhstan and who are authorized to perform international road transport operations.
To apply for the service, users need to:
The service delivery period is 2 working days, after which the permit is sent directly to the user’s personal account on elicense.kz. The permit remains valid for 30 days from the date the notification is received in the user’s personal account. The service fee is 1 MCI per permit form.
The functionality was launched thanks to the cooperation of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, National Information Technologies JSC and Ministry of Transport of the Republic of Kazakhstan.
Khabar Agency JSC, in collaboration with the team of NITEC JSC, has released the documentary “Digital Revolutionaries: 20 Years of eGov”, dedicated to the development and evolution of Kazakhstan’s e-Government, one of the key digital projects of independent Kazakhstan.
The film tells the story that transformed the everyday lives of millions of Kazakhstani citizens. Today, public services are accessible in just a few clicks, whereas 20 years ago obtaining even a simple certificate meant long queues, paperwork, and visits to multiple government offices.
The documentary takes viewers back to the early 2000s, when the idea of e-Government was just beginning to take shape. A small group of enthusiasts (IT specialists, economists, and public administrators) undertook what at the time seemed an almost impossible task: to completely rethink the interaction between the state and its citizens.
For the first time, the film presents first-hand accounts of how the eGov concept was developed in 2003, why the launch of the eGov.kz portal in 2006 was compared to “a journey into space”, what technological and legislative barriers had to be overcome, how the infrastructure was built, from databases to the e-Government Gateway, and how Kazakhstan ultimately became one of the global leaders in online public services according to the UN rankings.
The protagonists of the film are the key figures behind the country’s digital transformation, those who stood at the origins of eGov and continue to develop it today, including Kuanishbek Yessekeev, Saken Sarsenov, Bagdat Mussin, Askar Zhumagaliyev, Aziza Shuzheeva, and others.
Link to the film: How Kazakhstan built one of the world's most advanced e-Government systems.
Kuanishbek Yessekeev: “There were very dynamic working groups. The entire IT market took part. Processes were developed from the standards that would govern data exchange to the way the system itself would ultimately function”.
Viktor Abramov: "It was a large-scale startup at the state level. We were not afraid to make mistakes, we experimented with new technologies and kept moving forward, even when no solutions existed".
Asset Turyssov: "The pandemic became a real crash test for eGov. At that moment, the system came of age and proved its resilience".
Zhaslan Madiyev: “The results we are proud of today are the outcome of many years of hard work, bold decisions, and the professionalism of a large team”.
Over the past 20 years, eGov has evolved from an informational portal into a fully-fledged digital ecosystem of public services. Today, it is no longer just a digital platform, but an integral part of the daily lives of millions of Kazakhstani citizens and a key element of the country’s digital transformation. To fully grasp the scale of this transformation, it is enough to look at a single year: in 2025 alone, more than 51 million public services were delivered online, nearly half of them via smartphones. Today, over 90% of public services are available in digital format.
The film highlights that eGov is not only about technology, but also about people. Thousands of specialists who built the system from scratch worked without ready-made solutions, made mistakes, refined their work, and ultimately created one of the most advanced digital government platforms in the region.
The documentary “Digital Revolutionaries: 20 Years of eGov” is a story of courage, belief in ideas, and the transformation of an entire nation.
Mobile services are becoming a key channel for accessing public services: since the beginning of 2025, Kazakhstani citizens have received more than 51.5 million services online, almost half of which were delivered via the eGov Mobile application.
As of today, around 90% of public services in Kazakhstan are available online. The eGov.kz portal has over 15.1 million registered users, including 610.000 new users since the start of this year.
The eGov Mobile application is used by over 11.7 million Kazakhstani citizens, with a monthly active user audience of 6,4 million. Over 671.000 users use the application daily. In 2025, citizens gained access to more than 220 digital public services.
«The NITEC team continues to digitize the public services in collaboration with the government agencies, making it easier for citizens to access them. The consistent annual growth in services accessed via the eGov Mobile application proves the effectiveness of the efforts undertaken. I would like to note that the «Digital Documents» section has proven especially popular, users can access 39 digital documents, such as ID cards, driving licenses, student IDs, and other socially important documents», - highlighted Daulet Bekmanov, Chairman of the Board, NITEC.
Besides, from standard certificates and services, citizens are also actively using new digital tools. The most popular services include the voluntary opt-out from bank loans and microcredits, the certificate of no criminal record, and the certificate of registration activities for legal entities.

Since June 2025, Kazakhstan has introduced a new digital tool for citizen interaction with law-enforcement agencies — the «Law and Order» service, which allows users to report offenses promptly via mobile application without the need for phone calls or in-person visits.
In August 2025, the eGov Mobile application received its largest update in recent years. The key innovation was the eGov AI intelligent search, powered by artificial intelligence technologies.
In 2025, Kazakhstani citizens received over 25.7 million public services via the eGov.kz portal. Among the most requested services on the portal were the certificate of pension contributions, registration at an in-patient clinic and the F-6 certificate concerning property ownership.

This year, measures to improve information security and safeguard user data against fraud in the use of public online services have been further reinforced. Thus, since October 2025, the authorization procedure on the eGov.kz portal has been updated. Now, after the first stage of authorization using a digital signature (DS), the user must verify their identity with an SMS code sent from 1414. The changes apply to the eGov.kz portal as well as its components (the eOtinish service and the «Open Government» portal).
Additionally, to enhance user convenience, authorization using login and password has been introduced, allowing users to enter their IIN/BIN and password while identity verification is performed via digital signature (the updates affect the eGov.kz portal and its components, including the eOtinish service, the Smart Bridge platform, and the «Open Government» portal.
In 2025, the e-Licensing platform continued to expand its capabilities for citizens and businesses. Since the beginning of the year, users have obtained over 3 million licenses and permits, while the portal’s daily audience has exceeded 30.000 users, demonstrating strong interest in digital services and their high demand in the licensing sector.
The "e-Licensing" state database is one of the core components of the e-Government of the Republic of Kazakhstan. The system covers the entire lifecycle of licenses and permit documents – from application submission to receipt of the final result – and ensures transparency of procedures, shorter application processing times, and reduced administrative burden.
Efforts to expand the capabilities of the "e-Licensing" state database are carried out on an ongoing basis. In 2025, eight new public services were added to the platform. Licensing procedures for educational activities across all levels, from primary and secondary to higher and postgraduate education, were digitized. In addition, notification-based services related to the commencement and termination of activities in the field of supplementary education for children have been implemented.
The expansion of the range of services also affected other sectors. During the year, users gained access to online services for licensing the export of domestic raw materials and obtaining permits for the activities of technical inspection operators. Additionally, the platform introduced an SMS notification service that allows users to receive timely alerts about upcoming license and permit expirations, further enhancing the convenience of using the system.
The most popular services on the eLicense.kz platform include:

Moreover, in 2025, five public services on the eLicense.kz portal were moved to a proactive format, allowing documents to be renewed automatically without any action from government agencies or applicants. This approach allows users to receive results quickly and conveniently.
Additionally, the portal now features an auto-signing option for 12 types of public services. The system encompasses sectors including foreign economic activity, commodity exchange licensing, accreditation of legal entities and organizations in construction and technical oversight, project management, sports and physical culture activities, as well as regulation of natural resources and agricultural assets. With auto-signing, applicants can obtain the service outcome immediately upon submitting all the necessary documents, without any action needed from government agencies.
The active expansion of services went hand in hand with sustained user growth: by the end of 2025, over 4.2 million users were registered on the elicense.kz system, including 4 million individuals and 250.000 legal entities. Over the year, 420.000 new users joined the platform, with a total of 3.5 million public services provided via the portal. On average, about 30.000 people use the platform’s services daily, confirming the high demand for digital public services.
The eLicense.kz platform keeps improving, addressing both user needs and the goals of government regulation. By expanding functionality and streamlining user workflows, the platform ensures that obtaining licenses and permits is quick and convenient, completely digitizing the process.
A new feature has been implemented on the elicense.kz portal to notify users about the expiration of their permits and licenses. The system now automatically sends SMS notifications to users 30 days prior to the expiration of their documents. This allows users to prepare in advance and avoid potential delays in their activities.
Previously, users had to monitor the expiration dates of their permits and licenses on their own. The new notification service improves the efficiency of using public e-services, allowing users to take action to renew their documents in advance without delays or interruptions to their activities.
The automatic SMS notifications are available only for services involving permits and licenses that have a defined expiration date. Messages are sent from the short number 1414 via the e-Government SMS Gateway.
Example message: “Dear user, your permit/license No. (unique ID number) will expire in 30 days. Check your personal account for more details.”
NOTE! Please note: SMS messages are official notifications from the elicense.kz portal.
Please note that messages are sent to the phone number the user provided when submitting their application. The phone number is first verified using the data validation service with the Mobile Citizens Database (MCD). This allows users to keep their permits and licenses up to date on the elicense.kz portal.
Besides SMS notifications, the portal offers public services that provide for the re-issuance of permit documents in a proactive format. The process is carried out automatically, without the involvement of government agencies and without any additional actions required from the user. Proactive re-issuance is applied in cases where key information about the license holder changes, such as a change of full name or the organization’s name. These services include:
The new capability was implemented thanks to the joint efforts of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and National Information Technologies JSC.
As of November 24 2025, changes to the procedure for citizen registration at their place of residence will come into effect. This service can be requested online through the eGov.kz or the eGov Mobile app.
Users will need a digital signature (DS) and a number associated with their account (MCD) to complete the online registration at the place of residence. The procedure is fully automated and conducted online, which significantly reduces the time required to obtain the service. Users also have the option to access the service online at self-service areas within the Citizen Service Centers.
The service is available to the following categories of citizens:
Children under 14 years of age are not subject to registration at the place of residence. In accordance with Article 16 of the Civil Code of the Republic of Kazakhstan, the place of residence of children under fourteen years of age is considered to be the place of residence of their parents or legal representatives.
The registration of children aged 14 to 16 is carried out by their parents or legal representatives. Guardians of persons over 18 who have been declared legally incapacitated by a court can also register their wards at a new place of residence through the eGov.kz portal.
In addition, the updates also affected citizens living in government rental housing. Now, a tenant of such housing can register at the place of residence the individuals listed in the rental agreement. If the applicant is not included in the list specified in the agreement, the system will automatically reject the application.
If you have any questions related to registration in state rental housing, it is recommended to contact the local executive authority (Housing and Utilities Department) at the location of the housing.
Note: If an applicant submits a registration request for an address they do not own, the system will send an SMS code from the number 1414 to confirm the action. The property owner must confirm their consent to the registration within one hour of receiving the notification.
How to get the service online via the eGov.kz portal:
How to complete registration via the eGov Mobile app:
Exception: registration at an address where the owners or co-owners are minor children, as well as persons declared legally incapacitated or partially incapacitated by a court, is carried out offline at Citizen Service Centers.
The shift to an online format is supported by positive statistics. Since the beginning of 2025, approximately 750,000 people have used the online residency registration service in Kazakhstan, which accounts for over 70 percent of the total service requests.
A pyramid scheme is a fraudulent system in which new participants' contributions are used to pay income to earlier participants. The main idea is to attract more and more new people by promising them a high income quickly. However, as soon as the flow of people and cash stops, the pyramid will collapse.
Types of financial pyramids:
Financial pyramid features
Prior to invest your money, think about who you are giving it to and for what purposes. If you have detected all or several of the above signs in the organization to which you want to entrust your funds, you should check whether that is a financial pyramid or not.
It should be reminded that Article 217 of the Criminal Code of the Republic of Kazakhstan provides for criminal liability for up to three years for establishment of financial (investment) pyramid. The Article 150 of the Administrative Violations Code of the Republic of Kazakhstan provides for an administrative punishment and a fine in the amount of 150 to 600 MCI for production, distribution and placement of advertisements related to the activities of a financial (investment) pyramid.
It should be noted that the list of organizations with signs of unfair activity has been published on the official website of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market, which also includes the organizations for whose actions the ARDFM received complaints from citizens of the Republic of Kazakhstan.
Also, the official website of the Agency of the Republics of Kazakhstan for Financial Monitoring (hereinafter: AFM) has published an expanded list of organizations that are suspected of being financial pyramids, as well as for which court verdicts have already been passed.
If you are offered to become a member of a financial pyramid scheme, you should immediately contact the law-enforcement agencies at your place of residence, Ministry of Internal Affairs and Financial Monitoring Agency.
You can also contact ARDFM, if you have suspicions of illegal activities in the financial market. You can contact the financial regulator via the 'Pyramid Schemes and Financial Fraud' section of the FingramotaOnline mobile app. You can also read about existing financial fraud schemes and types of financial pyramids on the portal for financial literacy promotion (www.fingramota .kz) in the "Beware of scammers" section.
To ensure information security and protect users, the authorization procedure on the eGov.kz portal has changed since October this year. Now, after the first stage of authorization using a digital signature (DS), the user must verify their identity with an SMS code sent from 1414. The changes apply to the eGov.kz portal as well as its components (the eOtinish service and the 'Open Government' portal).
The new authorization system is aimed at enhancing information security and protecting users' data when using government online services. The second stage of authorization protects citizens in case of loss of access to their digital signature (DS) key, as well as against unauthorized access to the eGov.kz portal by third parties using the user's key. For this, the user’s identity must be verified via the mobile phone number linked to their eGov.kz portal account.
What should a user do if they do not receive an SMS from 1414?
To receive SMS codes correctly, the user must ensure that their phone number is linked to their eGov.kz portal account. If the phone number is not linked to the account, the user will not be able to receive messages from 1414. You can find the instructions for linking your mobile phone number to your eGov.kz portal account here.
Is there another way to log in without an SMS code?
A user can log in to the eGov.kz portal using the eGov Mobile application. To do this, the user needs to scan a special QR code from the eGov.kz portal's authorization page using the eGov Mobile application.
What steps should users take if they are abroad?
Users located outside the Republic of Kazakhstan will only receive SMS messages from 1414 if international roaming is enabled. Therefore, it is important to ensure that the roaming service is active before using the public services of the eGov.kz portal abroad.
Note! Sharing digital signature (DS) keys with third parties is prohibited, since DS serves as a personal identification tool and is equivalent to a handwritten signature. The transfer of DS to other persons is subject to administrative liability.
To avoid violations when using a digital signature (DS), documents on behalf of a legal entity can only be signed by the head of the organization or individuals officially authorized by the organization. Each person uses their own digital signature (DS), and the power of attorney only confirms that the individual has the right to sign documents on behalf of the legal entity. If the information system used for signing requires additional permissions, the procedure should be clarified with the system owner.
Individuals and individual entrepreneurs can officially authorize another person to sign documents on their behalf. In this case, each person uses their own digital signature (DS) issued in their name.
In the event that violations are detected, individuals and legal entities will be held administratively liable. Depending on the category of the offender, the following amounts of administrative fines are established:
The change to the authorization procedure was implemented in accordance with Clause 47, 'Approval of Unified Requirements in the Field of Information and Communication Technologies and Information Security', which stipulates the mandatory use of multi-factor authentication. The updated authorization procedure applies to both individuals and legal entities.
Starting from August 11, 2025, the procedure for obtaining digital signature keys will change. Users were previously free to choose how to obtain their DS-either online or through an in-person visit to the Citizen Service Center. Today, however, the process has shifted predominantly to a remote format. A personal visit to the CSC is now only permitted if the biometric identification system fails to verify the user's identity after multiple attempts.
Previously, DS keys could have been obtained either online or by visiting Citizen Service Centers. The procedure has now been fully transitioned to an online format. To obtain DS keys, the user needs to submit an application through theeGov.kz portal or the website of the National Certification Authority pki.gov .kz, and complete biometric identification via a facial recognition system. If biometric identification is successful, DS keys are issued without the need for a personal visit to the CSC.
If the system fails to complete identification – for example, due to a missing photo in the database or a technical error – the user will have the opportunity to retry the process. The system allows up to five biometric verification attempts. Only after that does it become possible to apply for a DS through a CSC and complete identification with a CSC operator, providing the required set of documents.
It is important to note that without passing biometric verification, applying through the CSC is not possible. The operator verifies the information using the IIN and, if there are not five failed biometric attempts, will be unable to provide the service. Access to submission through the CSC is automatically granted only after all online attempts have been exhausted.
For citizens without access to the Internet or a computer, biometric identification can be completed in the self-service areas of the CSC. If the user successfully completes identification on the spot, the keys are issued online without the involvement of a CSC operator.
The shift toward a predominantly remote format is also supported by statistics. Since the beginning of 2025, more than 14.9 million digital signature keys have been issued in the Republic of Kazakhstan. Of these, 92.25% were obtained through remote identification, while only 7.75% were issued via Citizen Service Centers. These figures indicate a high demand for online service and a steady trend toward the digitalization of public services.
The new feature is designed to enhance the level of information security. A DS is equivalent to a handwritten signature and carries full legal weight; therefore, access to DS keys must be strictly limited to the owner only. The use of biometrics provides reliable identity verification and prevents unauthorized issuance of DS keys.
