An agricultural animal is the livelihood, livelihood and prosperity of the rural population. He is not only food, but one of the real sources of income today.
As the price of meat on the market rose, the cost of livestock itself also increased compared to the previous one.
In general, this norm is of great importance. Four – encroaching on food is like depriving a rural person of a livelihood. Today, cattle stealing is becoming a profession for some citizens.
In this regard, there are more and more people who want to be prey in an easy way, that is, the eyes of hostages on other people's fields are growing.
For example, in the Irgiz district from the last quarter of 2022 to this day, 7 cases of cattle theft were registered with an increase and pre-trial investigation was launched.
The most interesting thing is that the data of cattle theft often occurred on free grazing, and the herding and maintenance of livestock by the owners were not properly organized.
The head of state instructed the central executive bodies to strengthen criminal penalties against cattle thieves.
Accordingly, since January 2020, cattle theft has been introduced as a separate article 188-1 of the Criminal Code of the Republic of Kazakhstan, and the punishment for this crime has been stricter than for other types.
In this regard, now, in particular, since January 2020, criminal cases of this category are subject to imprisonment of up to 5 years for a simple composition, not differentiated by the degree of misdemeanor and moderately serious crime, and if a group of people conspired in advance and committed in large quantities, up to 7 years in prison may be sentenced. And several times there are sentences of 10 years of imprisonment for theft of livestock by breaking into a barn or warehouse, 12 years of imprisonment for committing it on a particularly large scale and as a criminal group.
At the same time, it is legally prohibited to terminate a criminal case in connection with reconciliation with the victim in cases of repeated theft in cases of this category.
Therefore, although the damage caused by the victim with the pardon of the guilty person is compensated, criminal prosecution is a legal requirement, which in turn is clear evidence of the inevitability of criminal punishment.
