Elections

Collegiality, publicity, openness

According to the Resolution of the district election commission, the Plan of the main measures for the preparation and conduct of the elections of the akim of the Abai rural district, scheduled for November 21, 2021, was approved. We asked the secretary of the territorial election commission, K.K.DIYAROV, to tell us more about this.

- Who is preparing and supervising the elections?

- The preparation and control over the elections are organized by the territorial and Abai precinct election commissions. They carry out their activities on the basis of collegiality, transparency and openness.

The Territorial Election Commission of the Khromtau district publishes in the mass media lists of the electoral district indicating their boundaries and the location of the territorial election commission, the composition of the territorial and precinct election commissions.

- The order of the elections?

- On November 21, 2021, at 06.00 local time, the precinct commission opens the polling station, and at 6.30 minutes, the chairman of the precinct election commission announces that the akim of the rural district is ready to hold elections. An appropriate protocol is being drawn up. Voting takes place from 07.00 to 20.00 local time.

The counting of votes and the preparation of protocols on the results of voting for the election of akim at the polling station begins at 20.00 local time.

Information about the results of the akim's election is published in the mass media.

- What are the activities of the territorial election commission?

- The Territorial Election Commission monitors the implementation of election legislation, ensures the preparation and conduct of the elections of the akim of the Abai rural district, registers proxies of political parties, issues them appropriate certificates. The Territorial Election Commission considers applications and complaints about decisions and actions (inaction) precinct election commission. In particular, they control the relevance and reliability of information about voters, the timeliness and correctness of voter lists for voting.

In order to prevent the risks associated with the spread of COVID-19 coronavirus infection, ensure sanitary and epidemiological safety and protect the health of citizens during the election campaign, members of election commissions ensure the implementation of recommendations established by the chief State sanitary doctor.

- How is the registration of party lists of candidates for akims of the rural district carried out?

- Registration of political parties begins on the day following the day of the election appointment and ends at eighteen o'clock local time fifteen days before the election day, unless otherwise specified when calling the election.

It begins on October 23, 2021 and ends at 18.00 local time on November 10, 2021.

Prior to registration, a candidate for akim of a rural district or political parties (for each nominated candidate) make an election contribution to the account of local executive bodies in the amount of a single minimum wage.

- Can the territorial election commission refuse to register or cancel the decision to register the party list?

- Yes, in case of violation by a political party of the rules for nominating a party list, failure to submit the necessary documents for registration.

- From what moment does the pre-election campaigning begin and when does it end?

- It begins at the end of the registration period for the party lists of political parties and ends at zero o'clock local time on the day preceding the election day. I would like to note that campaigning is carried out through the media, by holding public election events, as well as personal meetings of candidates and proxies with voters, by issuing and distributing printed audiovisual and other campaign materials.

It is prohibited to conduct election campaigning, distribute any campaign materials to state bodies, local self-government bodies, as well as their officials in the performance of official duties, military personnel of the Armed Forces, other troops and military formations, employees of national security and law enforcement agencies, judges, members of election commissions, religious associations.

In addition, it is prohibited to produce propaganda printed materials outside the territory of the Republic of Kazakhstan, the distribution of anonymous propaganda materials, the hanging of propaganda materials on monuments, obelisks, buildings and structures of historical, cultural or architectural value, as well as in the voting room.

- Who can be included in the voter lists?

- The basis for the inclusion of a citizen in the list of voters at a polling station is the fact of his registration at the place of residence on the territory of this polling station.

The list of voters at the place of residence is compiled by the relevant local executive body on the basis of the state database on individuals. Temporarily registered citizens are included in the voter lists on the basis of their application to the local executive body with exclusion from the list at the place of permanent registration.

Lists by polling station are provided to voters for review.

If changes are made to the list, the precinct election commission informs the higher election commission about this.
