General Provisions
The Department of Agriculture is a subdivision of the State Institution "Department of Agriculture of the Aktobe region.
The specialists of the agriculture department are guided by the current Laws of the Republic of Kazakhstan, Decrees of the President of the Republic of Kazakhstan, decrees and orders of the government of the Republic of Kazakhstan, regulations on the Ministry of Agriculture and the Aktobe Regional Department of Agriculture, orders and instructions, this Regulation.
The structure and staffing of the department is approved by the head of the agriculture department of the Aktobe region.
Main tasks, functions, rights and responsibilities of the department
The main tasks of the department are:
Implementation of a unified state agrarian policy aimed at economic growth by increasing the efficiency of agriculture on the basis of the production of competitive crop products and their supply to the external market, meeting the needs of the region's population for food.
To perform these tasks, the department is assigned the following functions:
Implementation of state policy in the field of development of the agro-industrial complex;
development of proposals for state support of subjects of the agro-industrial complex in accordance with the Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural areas" and other regulatory legal acts in this area;
providing information on the state and development of the agro-industrial complex to the authorized state bodies on the development of the agro-industrial complex;
development of proposals for state support of subjects of the agro-industrial complex in accordance with the current legislation, state, sectoral (sectoral), regional programs and other regulatory legal acts in this area;
assistance in the formation of the necessary production infrastructure in the agricultural sector of the region;
development of budget programs, applications, reports on the implementation of programs for the development of the agro-industrial complex from the regional budget and the organization of its implementation for the current and three-year period;
organization of accounting and financing for budget programs, the administrator of which is the state institution "Agriculture Administration of the Aktobe region";
optimization of the structure of grain production, taking into account natural and climatic conditions and market conditions, improvement and implementation of new progressive technologies for the production, storage and sale of grain;
organization of measures to increase the yield and quality of crop production, reduce the cost of fuel and lubricants and other inventory items necessary for spring field and harvesting operations, by subsidizing the production of priority crops;
subsidizing the cost of water supply services to agricultural producers;
keeping records of the spread of quarantine objects and providing information to the authorized body and interested parties;
at the objects of state control and supervision in the field of plant quarantine, organize the implementation of plant quarantine measures by individuals and legal entities - the owners of these objects, as well as government bodies;
preparation of draft decisions on the establishment of a quarantine zone with the introduction of a quarantine regime or its cancellation in the relevant territories upon the proposal of the authorized body;
organization of work on the neutralization of pesticides (pesticides) in agreement with the authorized state bodies in the field of environmental protection and health;
licensing of activities for the production (formulation) of pesticides (pesticides), the sale of pesticides (pesticides), the use of pesticides (pesticides) by aerosol and fumigation methods;
making the cost of mineral fertilizers and herbicides cheaper for domestic agricultural producers in accordance with budget programs;
ensuring the implementation of measures to combat harmful organisms in accordance with the list and procedure determined by the Government of the Republic of Kazakhstan;
development and implementation of measures for the dissemination and implementation of innovative experience in the field of the agro-industrial complex of the region;
taking part in the examination of feasibility studies of business plans for the development of agricultural formations based on advanced experience and scientific achievements;
ensuring a high-quality and timely study of proposals, complaints and applications on issues within the competence of the department, including considering applications of individuals and legal entities in accordance with the law;
taking part in the development of regional programs;
taking measures to introduce digital technologies.
In order to fulfill the assigned functions, the department
has rights and obligations
to coordinate the activities of regional, city executive bodies on agricultural issues;
