The city of Shalkar is a city of regional significance, a small town and the administrative center of the Shalkar district. The city is located 365 km south-east of the regional center of Aktobe. The city was founded in 1870. The territory is 305.9 thousand hectares, consists of 3 settlements (Shalkar, Zhomart village, M.Shymanuly village).

The population as of January 1, 2024 is 28030 people.

To date, the city of Shalkar and the villages of Zhomart and M.Shymanuly have been gasified.

The total length of utility engineering networks is 633.2 km, including 217.0 km of gas supply,15.4 km of heat supply, 22.4 km of wastewater disposal, 189.2 km of water supply, 189.2 km of electric networks. The length of local roads is 7.4 km, these are bypass roads of Shalkar, completely repaired. The road of republican significance "Kandyagash-Shalkar-Yrgyz" passes through the city.

There are only 160 streets in Shalkar with a length of 104 km, of which 43 streets with a length of 41.4 km have been repaired. The wear of inner-city roads is 70%.
