The total area of the State Forest Fund of the region is 3.8 million hectares. In East Kazakhstan, 44% of the operational timber stock of the whole of Kazakhstan is concentrated. The forest cover of the region is 7 %. The main forest-forming species are pine, fir, spruce, cedar and larch, aspen, birch, poplar.
For forest management in the region there are 6 specially protected natural territories under the jurisdiction of the Committee of forestry and hunting of the Ministry of agriculture and 13 municipal state forestry agencies under the akimat of East Kazakhstan region, whose main task is the protection of forests from fires and unauthorized harvesting, reforestation, forest protection activities.
The main wood reserves are concentrated in 7 KSU of forestry (Zyryanovskoye, Ridderskoye, Verh - Ubinskoye, Malo-Ubinskoye, Pihtovskoye, Cheremshanskoye, Ust-Kamenogorsk) - 96.6 million cubic meters (84% of the total stock), with an annual permitted volume of wood harvesting for main use felling 778 thousand cubic meters and 1186 thousand cubic meters for all types of felling.
On the territory of the state forest Fund is harvesting, developing beekeeping, maral breeding, are areas for health and recreational purposes, is haying and grazing, zagotavljanja medicinal raw materials.
For 2020, the order of the Forestry and Hunting Committee of December 31, 2019 No. 17-5-6 / 126" On approval of the volume of wood release on the root on the plots of the State Forest Fund for 2020 " approved the volume of wood release in the amount of 279.2 thousand m3, including: for logging by state forestry institutions 131.4 thousand m3 and for forest users who have concluded long – term forest use agreements for wood harvesting – 147.8 thousand m3. m3.
The actual development (cut down) in 2020 was 144.3 thousand m3, including: state forestry institutions – 79.6 thousand m3 (60.6 % of the allocated volume) and forest users who have concluded long-term forest management contracts for wood harvesting – 64.7 thousand m3 (43.8% of the allocated volume).
Allotment and taxation of cutting areas are carried out in the snowless period from May 25 to October 25:
1) for felling of the main use-2 years
before the receipt of the cutting areas in the felling;
2) for intermediate use cabins
– 1 year before logging;
3) for other cuttings – according to actual necessity. (Order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated February 27, 2015 No. 18-02 / 161 " On Approval of the Rules for Allotment and Taxation of Cutting Areas in the State Forest Fund»)
Taking into account the requests of the Department of Natural Resources and Environmental Management of the East Kazakhstan Region, in accordance with subparagraph 18-5) of paragraph 1 of Article 13 of the Forest Code of the Republic of Kazakhstan, the Committee of Forestry and Wildlife of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan (hereinafter-the Committee) forms in accordance with the rules for the release of wood on the root on the plots of the state forest fund and approves the annual volume of logging on the territory of the state forest fund (Order).
On the basis of the order of the Committee and paragraph 14 of article 18, the forest institution forms and approves the annual volume of logging in the context of forest users who have a long-term forest management agreement.
According to Article 91 of the Forest Code of the Republic of Kazakhstan, the needs of the local population in wood are met in the presence of requests from them through the sale by the state forest owner of wood harvested with the participation of the local population during intermediate use felling and other felling.
The provision of fuel wood to the local population can also be carried out by clearing out-of-the-forest clutter in places determined by the state forest owner.
Applications for wood are submitted to the relevant state forest owner one month before the intermediate use felling and other felling, as well as the cleaning of non-logging clutter.
According to article 94 of the code of Forest harvesting in order felling in areas of the state forest Fund shall be within the allowable cut.
The volume of wood harvesting during intermediate use felling on the state forest fund plots is determined based on the forest management materials based on the established norms of forest care felling, selective sanitary felling, felling associated with the reconstruction of low-value and losing protective functions of plantings, and is approved by the authorized body.
The volume of wood harvesting during other logging operations in the state forest fund areas is determined by the volume of work on continuous sanitary logging, clearing forest areas for construction objects, laying clearings and performing other forestry activities and is approved by the authorized body.
The implementation of forest management in the areas of the state forest fund is allowed only on the basis of permits: a logging ticket and a forest ticket.
The basis for issuing a logging ticket is for state forest owners – the annual volume of logging on the territory of the state forest fund, approved by the authorized body, for forest users – the annual volume of logging on the territory of the state forest fund, approved by the authorized body, and the contract of long-term forest use.
A forest ticket is a document granting the right to carry out secondary forest uses issued on the basis of applications or a long-term forest use agreement.
The primary task of State forestry institutions is the work on forest reproduction and afforestation. Akimat of East Kazakhstan region according to the minutes of the meeting of the government of the Republic of Kazakhstan on issues of conservation and sustainable use of biological diversity in the Republic of Kazakhstan dated November 21, 2017 No. 46
was developed step by Step Plan to increase reforestation
and afforestation. As part of the implementation of the Address of the President of the Republic of Kazakhstan dated 01.09.2020, the current Step-by-Step Plan has been adjusted to increase forest planting until 2025, including:
2021-513 hectares, 2.6 million trees (177.4 million tenge);
2022 - 600 hectares, of 3.0 million trees (504,1 million tenge);
2023 - 1537 ha, 7.7 million trees (739.8 million tenge);
2024 - 5650 hectares, 28.2 million trees (1025.7 million tenge);
2025 - 6700 hectares, 34.5 million trees (989.1 million tenge).
In total, the total area for five years will be 15,000 hectares, 76.0 million trees (3436.1 million tenge).
For the implementation of reforestation works for 2021,
funds in the amount of 177.4 million tenge were allocated from the regional budget
(101.5 million tenge was additionally allocated).
The material and technical base of state forestry institutions has been significantly strengthened and positive results have been achieved in protecting forests from fires.
In 2020, the department released 29.4 thousand seedlings of various tree and shrub species for landscaping in urban and rural settlements of the region. This work will continue in 2021.
