Information on the outcomes of Socio-Economic Development in the sphere of Culture of the Region for July 1, 2021
As of 01.07.2021, the network of the organizations of culture and art in the region amounts to 636 units, which include: 295 club institutions, 306 libraries, 10 museums, 2 theaters, 2 organizations carrying out concert activities, 10 houses of friendship, 6 organizations carrying out a film screening - movie theaters, 1 - a zoo, 3 parks, 1 establishment on protection of historical and cultural heritage.
The network of organizations of culture and archives financed from the regional budget as of January 1, 2021, amounted to total 19 units, including: 10 museums, the 1 establishment on the protection of historical and cultural heritage, 2 theatres, 2 organizations carrying out concert activities, 4 libraries.
The approved budget of the Department of Culture, Archives and Documentation of the Region for 2021 amounted to 4 billion 842 million 828 thousand tenge, including 5 million 600 thousand tenge for capital expenditures of subordinate state institutions and enterprises.
The updated budget of the Department of Culture, Archives and Documentation of the Region for July 1, 2021 amounted to 5 billion 260 million 500 thousand tenge, including 41 million 600 thousand tenge for capital expenditures of subordinate state institutions and enterprises.
In 2021, funds were further allocated and reduced for the following programs:
Under the program 8 262 005 015 «Support of protection of historical and cultural heritage» in the amount of 17 000 thousand tenge for production of monument “Zhuravl”, dedicated to the memory of participants of Chernobyl NPP -nuclear power plant distress consequences liquidation for KSU "EK Regional Institution on the protection of historical and cultural heritage"; Under the program 8 262 113 015 «Targeted current transfers to lower-level budgets» in the amount of 32 342,0 thousand tenge for the capital repair of the building of Balgyn village-Katon-Karagay district;
Under the program 8 262 113 015 «Targeted current transfers to lower-level budgets» in the amount of 24 947,5 thousand tenge for the на текущий ремонт Дома культуры the capital repair of the district building House of Culture in Oyshilik village, Tarbagatay district.
Also, the redistribution of funds was taken into account on the following programs:
Under the program 8 262 032 015 "Capital expenses of subordinate state institutions and organizations" on “East Kazakhstan Regional architectural-ethnographic and natural-landscape museum-reserve” limits have been reduced for the purchase of 2 units of grass-cutter, mini-tractor in the amount of 5 600,0 thousand tenge and and increased in the amount of 5 600,0 thousand tenge for the purchase of hand-held equipment in the amount of 30 pics for “Samal” park (snow-blower-9 pics, sweeping device-6 pics, fuel-grass-cutter-2 pics, electric heater panel- 6 pics, fuel- air-holding capacity, high pressure vessel-1 pic).
Under the program 8 262 008 015 "Services for the implementation of state policy at the local level in the field of culture and management of archival business" in the amount of 436,8 thousand tenge for e-govorenment setvices, business trip expenses inside the country for sum 840,0 thousand tenge.
Under the program 8 262 015 "Ensuring preservation of historical and cultural heritage and access to them" by the amount of 7 403,0 thousand tenge to determine protected places of 31 monuments of the history and culture, development of the historical and cultural heritage plan and scheme map of Semey city for the "East Kazakhstan Regional architectural-ethnographic and natural-landscape museum-reserve».
Under the program 8 262 007 015 "Support of theatre and musical art" in the amount of 11 292,0 thousand tenge for current repair of roof in the theatre building “Enlik-Kebek for the “State Philharmonic Society named after Amre Kashaubayev”.
Under the program 8 262 113 015 “Targeted current transfers to lower-level budgets” in the amount of 13 445,6 thousand tenge, including the capital repair of the building of Kabanbay village, Tarbagatay district -9 201,6 thousand tenge, the capital repair of the district building Club of Suykbulak village, Zharminsk district-
co-financing within the framework of "Auyl-El Besigi" in the amount of 4 244,0 thousand tenge.
The redistribution of funds between budget programs in the amount of 1 133 745,9 thousand tenge was also taken into account:
Under the program 8 262 113 032 “Targeted current transfers to lower-level budgets” in the amount of 38 190,0 thousand tenge for capital repair of the building Club at Suykbulak village, Zharminsk district within the framework of "Auyl-El Besigi".
Also, the redistribution of funds between budget programs in the amount of 12 157,5 thousand tenge was also taken into account:
Limits have been reduced under the program 8 262 007 049 "Support of theatre and musical art" on the "State Philharmonic Society named after Amre Kashaubayev" in the amount of 2 150,0 thousand tenge according to carried out events.
Under the program 8 262 113 015 "Targeted current transfers from local budgets" for the current repair of the House of Culture in Oyshilik village, Tarbagatay district (savings on public procurement) in the amount of 10 007,5 thousand tenge.
Limits have been increased under the program 8 262 032 049 "Capital expenditures of subordinate state institutions and organizations" on the "State Philharmonic Society named after Amre Kashaubayev" in the amount of 2 150,0 thousand tenge for development of design estimates documentation with passing expertise for capital reapir of heating system of the Philharmonic building (Enlik-Kebek).
Under the program 8 262 113 015 "Targeted current transfers from local budgets" for the current repair of facade and interior of House of Culture building in Oyshilik village, Tarbagatay region in the amount of 10 007,5 thousand tenge.
Also, the redistribution of funds between budget programs in the amount of 270 157,2 thousand tenge was also taken into account:
Limits have been increased under the program 8 262 003 015 "Support of cultural and leisure work" on financing of creative clubs for children and youth of 1200 children – 221 200,0 thousand tenge.
Under the program 262 113 015 “Targeted current transfers to lower-level budgets” in Semey the production of the "Abai Zholy" relief in bronze material – 45 058,0 thousand tenge; development of design and estimate documentation for capital repair of building of the KGKP "Katon-Karagay center for culture and leisure of population" in the Ulken-Naryn village, Katon-Karagay region.
As of July 1, 2021, the number of performances played by regional theatres (the annual plan was 293 units) performed- 509, of which performances in the state language (the annual plan - 167) amounted to 172 performances, 12 new plays (the annual plan – 12).
The share of new theater plays in the field of theatre art was 4,1 %, with an annual plan of 4,09 %. Theatres served 20,9 thousand viewers with an annual plan of 159,7 thousand viewers.
The concert organizations of the region (State Philharmonic Hall named after Amre Kashaubayev in Semey and "Ertis Concert") held 116 events (concerts) while the annual plan was 592 events, 36,0 thousand viewers were served while 189,0 were planned.
Book fund of 4 regional libraries as of July 1, 2021, with a plan of 998,81 thousand copies amounted to 1000,0 thousand copies.
The total number of readers of regional libraries amounted to 56,223 thousand people with an annual plan of 104,009 thousand people, attendance amounted to 677,94 thousand people with an annual plan of 1345,033 thousand people.
As of July 1, 2021, the museum fund amounted to 483,73 thousand exhibits (the annual plan – 496,76 thousand exhibits), the museum fund was supplemented by 3,75 thousand exhibits (the annual plan – 4,16), the share of renewal by museum funds amounted to 0,65 % (the annual plan – 0,83 %).
Attendance of museums of the region amounted to 264,62 thousand people (an annual plan – 694,32 thousand people).
The following cultural and mass events have also been prepared and held:
From January 25-30, 2021 the concert organization “Ertis Concert” held
and conducted master class by honored worker of the Republic of Kazakhstan Dauren Galymov with participation of Kazakh Folk Instruments orchestra named after Baizhigit; organized and conducted master class by honored worker of the Republic of Kazakhstan Abzal Mukhitdinov with the participation of the symphony orchestra.
On February 26, 2021, the concert organization “Ertis-Concert” held the report of the akim of the East Kazakhstan Region to the public council and the population.
On 5 March of this year, the concert organization “Ertis” Concert held a concert dedicated to the International Women 's Day - March 8.
From 28 February to 6 March 2020, the Regional Drama Theatre participated in the VIII International theatre festival "Chelovek Teatra" in Chelyabinsk city, Russia.
From 10 to 12 March 2021 of this year State Philharmonic Hall named after Amre Kashaubayev in Semey held the complex of artistic events as online concert dedicated to the 90th anniversary of Beken Zhamakayev, the 160th anniversary of Dina Nurpeisova, online concert celebration "Az-Nauryz 2021 ".
On March 27, "East Kazakhstan Regional Drama Theater" and "Theater named after Abai" held the International Day of the "Mask" Theater.
On March 19 of this year, the concert organization KGKP “Ertis” Concert held a solemn online event dedicated to "Nauryz Meiramy" and a festive show "Nauryz - Karaoke".
On April 2021 State Philharmonic Hall named after Amre Kashaubayev organized and held the complex of the following events: events on realization of comprehensive measures to perform and popularize the song "Yegemen Elim" dedicated to the 30th anniversary of Independence of the Republic of Kazakhstan;
From 27 to 30 April, in order to popularize national culture, the philharmonic artists participated in the “Altynbakan” project on “Khabar” TV channel.
In May 2021, the concert organization "Ertis - Concert" organized and held the following events in Ust-Kamenogorsk:
May 1 - a solemn online concert dedicated to Kazakhstan People’s Unity Day;
From 5 to 6 May - regular XXV reporting and electoral conference of "Nur Otan" party;
May 9 - festive online concert dedicated to the Defender of the Fatherland Day and Victory Day;
May 20 - festival-competition of creative groups, soloists and artists "Daryndar shygylasy" - "Rainbow of talents";
May 21 - online concert dedicated to the Cultural Worker's Day.
In June 2021, the following events were carried out:
From 2 to 5 June - the concert organization “Ertis – Concert” in Ust-Kamenogorsk prepared and held the cultural program dedicated to 60th anniversary of the member of Kazakhstan's Union of Writers, cultural worker, honored citizen of Tarbagatay region, Sakbayev Almas Akhmetbekovich;
On 4 June, the concert organization “Ertis Concert” in Ust-Kamenogorsk prepared and held festive online-concert, dedicated to the Day of State Symbols of the Republic of Kazakhstan.
June 9 - the youth troupe of Dariga-ai “Theatre named after Abai” in Semey participated in the online format in the XV International Theater Festival of Turkic People "Nauruz", performance of M. Auezov "Gazhayip Drama".
On June 12, “Theatre named after Abai” in Semey participated in online format at the International, republic theatre festival, performance of A.Baturina “Frontovichka”, performance of A.Kunanbayuly “Bes narse”.
On June 12 - Regional State Philharmonic Hall named after Amre Kashaubayev in Semey held an online concert of public performance devoted to famous teacher, band-master, composer - Kuishi Orazgali Seitkazy, dedicated to the 70th anniversary of Honored Worker of Kazakhstan, in the frame of 30th anniversary celebration of the of Independence of the Republic Kazakhstan.
On June 17- Regional State Philharmonic Hall named after Amre Kashaubayev in Semey organized an online consert in order to popularize the artistic staff of Symphony Orchestra named after Rakhimgali Myrzhykbayev, in the frame of 30th anniversary celebration of the of Independence of the Republic Kazakhstan.
On June 21 - Regional State Philharmonic Hall named after Amre Kashaubayev in Semey, in order to promote two oustanding personalities dedicated to the celebration of 30th anniversary of Independence of the Republic of Kazakhstan, held an online concert in honor of 115th anniversary of the famous artist of Kazakhstan, native speaker, researcher of Kazakh folk music, scientist, famous composer, band-master Akhmet Zhubanov and State Prize laureate, outstanding composer Latif Hamidi.
On June 23 - “Ertis – concert” in Ust-Kamenogorsk organized and held: regional creative contest among the civil servants within the framework of celebration of civil servant day of the Republic of Kazakhstan, dedicated to the 30th anniversary of Independence of the Republic of Kazakhstan: "Tauelsizdik – tygyrym".
