The following works are carried out on the budget: implementation of strategic, economic and budgetary planning at the district level, execution of the district budget, accounting, budget accounting and budget reporting on the execution of the district budget, acceptance of financial statements of state institutions maintained at the expense of the local budget, methodological guidance of the execution of the district budget, the formation of a draft local budget for the upcoming medium-term period based on economically sound income and expenditure planning, fulfillment of obligations to service and repay the debt of local executive bodies, organization and monitoring of debt borrowing of local executive bodies, development of a socio-economic forecast of the district and other programs, management of district communal property, implementation of measures to protect it, ensuring control over the use and safety of district communal property, monitoring and analysis of the implementation of development plans for communal state-owned enterprises established by local executive bodies of districts, state-controlled joint-stock companies and limited liability partnerships, organization of accounting, storage, evaluation and further use of district communal property, converted (received) into communal property, recognized as ownerless in accordance with the procedure established by the legislation of the Republic of Kazakhstan, transferred to the state by right of inheritance, as well as fossilized property, finds, neglected animals, gratuitously transferred in accordance with the procedure established by the legislation of the Republic of Kazakhstan, in communal ownership, shares of treasures, not containing things related to cultural values, monitoring the fulfillment by the trustee of obligations under the contract of trust management of district communal property, performs other functions provided for by the legislation of the Republic of Kazakhstan.
