1) Preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots for the purposes of subsurface use, construction (reconstruction) of trunk pipelines, objects of oil and gas processing, objects for the use of renewable energy sources, for industrial and innovative projects of subjects of industrial and innovative activity, implementation of investment priority projects in accordance with the Entrepreneurial Code of the Republic of Kazakhstan, from the creation and expansion of specially protected natural areas of local significance, and also on the compulsory alienation of land plots for state needs in the discovery and development of mineral deposits, for the construction (reconstruction) of trunk pipelines, the creation and expansion of specially protected natural areas of local significance;

2) implementation of the state policy in the field of regulation of land relations;

3) preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots to state research organizations and their experimental farms, as well as state seed farms and breeding plants;

4) preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots occupied by territorial waters for the construction of artificial structures;

5) preparation of proposals and draft decisions of the local executive body of the region on the provision and withdrawal of land plots for the needs of defense and national security;

6) preparation of proposals for land reservation;

7) approval of the cadastral (estimated) value of specific land plots sold to private ownership by the state, within the competence;

8) determination of the divisibility and indivisibility of land plots within the competence;

9) organization of land management and approval of land management projects for the formation of land plots;

10) organization of the development of land zoning projects, projects and schemes for the rational use of regional lands;

11) organization of land auctions (tenders, auctions) within the competence;

12) examination of projects and schemes of regional, city, district significance, affecting the use and protection of land;

13) conclusion of contracts of sale and lease of land and temporary gratuitous land use within the competence and control over the fulfillment of the terms of the concluded contracts;

14) drawing up the balance of the region's lands based on the data of districts, cities of regional significance;

15) preparation of proposals for the issuance of permits by the local executive body of the region for the use of land plots for survey work in accordance with Article 71 of the Land Code of the Republic of Kazakhstan dated June 20, 2003;

16) preparation of proposals for the transfer of agricultural land from one type to another;

17) approval of the land cadastral plan;

18) organization of the commission meeting and preparation of preliminary documents:

- the regional commission for the consideration of the provision of land plots and other issues of land relations;

19) taking measures to provide public services in electronic format.

20) implementation of other functions assigned by the legislation of the Republic of Kazakhstan.
