Main functions:

• Carries out work in the field of agriculture within the district;

• Analyzes activities conducted in the field of crop production;

• Organizes support measures for subsidizing the cost of fertilizers (organic);

• Organizes support measures for subsidizing part of the costs incurred by agro-industrial complex (AIC) entities through investment contributions;

• Creates conditions for increasing the volume of agricultural production;

• Organizes the activities of farms engaged in breeding pedigree animals, improving the quality and productivity of livestock products;

• Considers methods for developing the level of infrastructure support for agricultural enterprises and sends proposals to the competent authorities;

• Controls and monitors the implemented measures and investment projects in the agro-industrial complex, and provides related information;

• Takes measures to ensure the growth of gross agricultural output and the real volume index (RVI) of gross output in comparable prices;

• Develops the concept of creating an agro-food belt and conducts seminars together with agricultural producers;

• Maintains the state register of breeding livestock;

• Keeps records in the field of breeding livestock according to approved forms;

• Organizes the activities of farms engaged in agricultural production;

• Within its competence, organizes the subsidization of livestock product manufacturers from the local budget, in accordance with the rules and provisions approved by the Government of the Republic of Kazakhstan;

• Prepares reports on forage harvesting and the provision of compound feed in agricultural structures;

• Controls the organization of the fodder harvesting campaign and ensures the provision of monthly and weekly information on harvested fodder to statistical authorities;

• Monitors agricultural organizations and cooperatives;

• Conducts state technical supervision in the agro-industrial complex;

• Registers and issues certificates of state registration for pledged tractors and self-propelled chassis and mechanisms based on them, trailers including those equipped with special equipment, self-propelled agricultural, reclamation and road construction machines, as well as high-mobility special machines;

• Issues driving licenses for tractors and self-propelled chassis and mechanisms based on them, self-propelled agricultural, reclamation and road construction machinery and mechanisms, and high-mobility special vehicles;

• Registers and re-registers tractors, trailers, and self-propelled machinery, and issues license plates;

• Conducts the annual state technical inspection of tractors, trailers, and self-propelled machinery;

• Controls the timely registration, issuance of technical documents, deregistration, pledging, and write-off of agricultural machinery, and processes related documentation and reports;

• Is responsible for and organizes the annual state technical inspection, registration, and deregistration of machinery;

• Is responsible for the safekeeping of the department's official seal;

• Controls the quality and timeliness of state service delivery and submits annual and monthly reports on services provided by the department;

• Controls accounting and reporting, analyzes submitted reports, compiles summaries, and submits them to relevant authorities; plans local budget programs and monitors full utilization of allocated funds;

• Ensures the safekeeping of documents and nomenclature files in the archive; organizes document management and archival work;

• Organizes the operation of the "E-kyzmet" information system;

• Ensures timely and high-quality consideration of appeals from individuals and legal entities, and provides timely responses;

• Prepares HR documentation, sends it for special verification, manages HR commitments, maintains labor books, supports the commission on determining civil service experience, notifies competent bodies about employees dismissed for misconduct, applies disciplinary sanctions, and prepares documents for state awards;

• Organizes the subsidization of agricultural producers from the local budget in accordance with the rules and provisions approved by the Government of the Republic of Kazakhstan within its competence;

• Develops an anti-corruption culture;

• Implements digitalization measures in the "Beineu District Department of Agriculture";

• Performs other functions provided for by the legislation of the Republic of Kazakhstan.
