Mailan Amankeldy Tabylganuly was born on January 14, 1980 in the village of Tolep, Beineu district of Mangystau region. Higher education. In 2001, he graduated from the Al-Farabi Kazakh State National University with a degree in journalism. In 2021, he graduated from the Peoples ' Friendship University named after Academician A. Kuatbekov with a degree in State and Local Administration.
