The Department of the Financial Monitoring Agency in Shymkent, has uncovered and stopped the activities of an organized criminal group that systematically facilitated the issuance of driver’s licenses in exchange for monetary rewards.
The investigation revealed that during 2023–2024, officials led by Zh.Murashimov, the head of Specialized Public Service Center No. 2 of the "Government for Citizens" National Company, organized an illegal scheme for obtaining driver’s licenses without passing the required theoretical and practical exams.
A fee ranging from 150,000 to 400,000 tenge was charged for these “services.”
As a result, at least 500 individuals unlawfully obtained driver’s licenses.
To ensure confiscation, property worth over 200 million tenge was seized from the suspects, including 2 private houses, 2 apartments, 2 land plots, and 10 vehicles.
By court order, 12 suspects have been placed in custody.
The pre-trial investigation is ongoing.
The Department of the Financial Monitoring Agency for the Almaty Region has completed an investigation into large-scale fraud during the construction of apartment buildings in the city of Kaskelen.
The investigation found that the managers of Toredo, between 2021 and 2023, advertised the construction of residential complexes called "НOME," "НOME Yuzhny," "НOME SAU," and "НOME MAK" on social media — even though they had no construction license, permits, or design documentation.
They attracted 972 million tenge from more than 100 people using targeted advertising, despite lacking the required housing construction guarantees from the national operator.
Construction was carried out with violations and not completed on time, leading many investors to file complaints with law enforcement.
By court order, the suspects’ property worth over 240 million tenge has been seized, including 12 land plots, 9 vehicles, an unfinished three-story building, and a private house.
The suspects are currently in custody, and the case has been sent to court.
The Abai Region Department of the Financial Monitoring Agency has completed an investigation into two entrepreneurs who, from September 2023 to October 2024, were illegally extracting and selling sand in the city of Semey without the required license.
As a result, they unlawfully extracted over 68,000 tons of sand, causing damage to the state estimated at 272 million tenge.
The sand was later sold to construction material manufacturers through a private business using fake certificates of conformity.
The illegal profit from the sales exceeded 150 million tenge.
Some of the money was used to purchase a front-end loader, which generated an additional income of 6.2 million tenge.
With court approval, authorities seized the suspects’ assets worth over 181 million tenge for possible confiscation.
The assets include 11 vehicles, 2 apartments, a plot of land, and accounts receivable totaling 17 million tenge.
The case has been sent to the prosecutor for approval of the indictment.
The Department of Financial Monitoring in Kostanay region is conducting a pre-trial investigation into illegal microfinance activities.
Since 2020, the suspect has been giving out loans with interest and property as collateral through mobile apps like OLX and Instagram, without having the required license.
To make these loans look like regular agreements, the suspect would write much higher loan amounts in the contracts. This included pre-calculated interest rates of up to 100% per year.
In total, the suspect loaned out over 100 million tenge.
As a result of these illegal actions, the rights and interests of ordinary people were violated. Many of them, desperate for quick financial help, ended up trapped by extremely high interest rates and the risk of losing their property.
To hide the source of the illegal income, the suspect involved a friend who worked as an accountant.
Together, they created a money laundering scheme. They reported the illegal income in tax declarations as money earned from an auto repair business.
To do this, the suspect registered as an individual entrepreneur and regularly issued fake receipts showing income from services. In reality, the auto repair shop never operated.
Using this scheme, the suspect laundered over 60.6 million tenge.
To recover some of the illegal funds, the court has ordered a freeze on the suspect’s apartment and bank accounts totaling 28 million tenge.
The investigation is still ongoing.
A court in Karaganda has issued a guilty verdict in a case involving the theft of 339 million tenge in government subsidies. The money was allocated to reduce the cost of milk under the National Project "Development of the Agro-Industrial Complex."
The investigation was conducted by the Financial Monitoring Agency’s Department in the Karaganda region.
The head of the farming enterprise “DIAS,” along with a local veterinarian, submitted fake documents to receive subsidies. They falsely claimed to own cattle and to be producing and selling dairy products.
In reality, the farm only had a small and unsuitable facility, and no actual dairy production or processing was taking place.
Some of the stolen funds were used to buy 60 breeding bulls of a meat breed. This led to an additional illegal gain of 9 million tenge in subsidies.
The court found them guilty of fraud (Article 190, Part 4, Point 2 of the Criminal Code), money laundering (Article 218, Part 2, Point 1), and illegal destruction or modification of information (Article 206, Part 3, Point 2). They were sentenced to between 5 and 6 years in prison.
The court also approved a civil claim by the Department of Agriculture for the full 339 million tenge.
The verdict has not yet come into legal force.
The Department of the Financial Monitoring Agency in Almaty has suppressed the activities of the financial pyramids “Warner Bros,” “Roborock,” and “NFT+TRX.”
The organizers of the pyramid scheme convinced investors to put money into projects under the pretense of earning high profits from watching trailers.
The scheme consisted of 9 levels, with the average investment amounting to 225,000 tenge. Payments were accepted exclusively in the USDT cryptocurrency.
For example, under the “Warner Bros” project, investors registered through a dedicated app, purchased access with cryptocurrency, and allegedly received rewards for watching trailers as well as for recruiting new investors.
During the investigation, cryptocurrency wallets used for collecting and transferring investor funds were identified.
By court order, crypto assets amounting to 3.8 million USDT have been seized.

A guilty verdict has been delivered in the capital against three individuals who, from 2022 to May 2024, operated a mining farm disguised as an engine processing center, consuming electricity comparable to the monthly needs of a residential district in a major city.
The value of illegally mined digital assets amounted to more than 143 million tenge.
During a search, authorities seized 1,257 ASIC miners (equipment used to mine digital assets), industrial cooling fans, and a transformer substation.
The court found them guilty under Article 214, Part 2 of the Criminal Code, and imposed a fine as punishment.
Property worth over 900 million tenge was confiscated by the court in favor of the state, including two vehicles (“Toyota Camry” and “Nissan Juke”) as well as the mining equipment.
In addition, the court ordered the recovery of criminal proceeds amounting to 143.2 million tenge.
The verdict has entered into legal force.
New facts have emerged in a case being investigated by the Financial Monitoring Agency’s Department for Almaty Region against former Maslikhat deputy B.K. Abishev and other individuals suspected of embezzling budget funds and laundering them.
The investigation revealed the involvement of B.S. Aimbetov, a former director of one of the departments at the Ministry of Agriculture, who actively participated in the fraudulent subsidy scheme between 2018 and 2022 in the Zhambyl and Turkestan regions.
Abishev and Aimbetov, using the electronic digital signatures of 29 farming enterprises and documents for the fictitious delivery of elite raspberry seedlings, fraudulently obtained subsidies totaling more than 1.5 billion tenge.
A pre-trial court has authorized a two-month detention for Aimbetov as a preventive measure.
The investigation is ongoing.
