Legal explanatory work is one of the main functions of the judicial authorities. The formation of the rule of law is inseparable from the process of developing the legal culture of the population. This, in turn, contributes to the creation of a developed civil society. The attitude towards law as an enduring social value based on social justice, humanism, and individual freedom should be established in the public consciousness. The state of citizens' legal culture is one of the indicators of their legal system. Raising the legal culture and developing the legal consciousness of the population are important criteria for the formation of a civil society that contribute to building an independent, democratic and rule-of-law state.
In this regard, the Order of the Minister of Justice of the Republic of Kazakhstan dated December 13, 2023 No. 899 approved the "Action Plan for law explanatory work for 2024-2026".
The purpose of the plan is to provide access to legal information, to open up offices in rural areas, and to raise the level of legal awareness and legal culture of citizens.
Legal culture is one of the most important components of the general culture of citizens.
Knowledge of the laws of the country is necessary for everyone personally, because this will not only effectively defend their rights guaranteed by the state, solve many problems of social, economic and other spheres that concern people, but also increase the efficiency of the entire state system.
One of the tools for improving the legal culture in rural areas is the creation of "Law Classrooms".
The Department of Justice, together with the akimats of the districts, has organized work on the launch of "Law Cabinets".
Rural citizens have the opportunity to study and resolve legal situations in open "law offices", there are more than 210 such offices in the region.
The classrooms are equipped with computers (printer, telephone, webcam) with access to the Adilet IPS, the Law database for familiarization with current regulatory legal acts, as well as access to information systems (English, egov, the Open NP portal, etc.) of government agencies for interaction with the public.
The formation of "Cabinets" contributes to the formation of the habit of independent study of laws, the development of "critical thinking", since today the task of the judicial authorities is much broader than just legal education, but to teach citizens the ability to "defend their interests in the legal field."
