Construction

In 2024, the planned volume of construction work in the district was 15.0 billion tenge. The actual amount was 19 billion 8 million tenge. The plan was 132% completed.

The plan for commissioning residential buildings in 2024 is 8162 m². Of this:

• Private house builders: 2432 m²
• Investors: 5730 m² The completed area is 10638 m², which is 149% of the planned target (number of houses: 122).

In 2024, the district construction department plans to construct 33 facilities. These include:

1. Construction and modernization of water supply systems: 10 facilities.
2. Under the “Village - a Country's Cradle” program: 3 facilities.
3. Under the agriculture program: 5 facilities.
4. Construction of external engineering networks for health facilities: 15 facilities.

Currently, the situation regarding the facilities is as follows:

1. Water supply construction and modernization: 10 facilities

   • In 2024, the launch of water supply systems in 4 settlements (Aytbay, Laybulak, Malak, Nekrasovka) was planned. These facilities have already been launched, and the process of handing them over is underway.
   • For Barkytbel village, a new contractor ("Krom-Stroy Service" LLP from Astana) was selected via competition, and the work has begun. The project is ongoing, with completion expected in 2025.
   • For the construction of water pipelines in 3 settlements (Kyzyltu, Kazymbet, Er Qabanbay), work is being carried out by the contractor "Karat Z" LLP. The project is ongoing, with completion planned for 2025.

2. Under the “Village - a Country's Cradle” program: 3 facilities

   1. A sports module construction in Taskesken village. The contractor is "Zhayyk City" LLP. The works have been completed and the facility has been commissioned. The process of handing over to the balance is underway.
   2. Construction of a 100-seat rural club in Zhogarghy Egnsu village. The contractor is "Aizat Construction" LLP. Completion is planned for 2025, and internal works are in progress.
   3. Construction of a 35/10 kV transformer substation for private house builders under the “Nurlı Zher” program in Urzhar village. The contractor is "AGM Service" LLP. The project underwent adjustments in 2024 without changing the estimated cost and passed the expert review. The construction work was completed on 27.12.2024.

3. External engineering networks: 15 facilities

   • In 2024, as part of the national project to build primary medical and sanitary care facilities in Urzhar (Makanshy) district, 15 facilities are under construction.
   • Among them: 7 projects are in Urzhar district (1 SBA, 1 FAP, 5 MP), including: Zhogarghy Egnsu - SBA, Nekrasovka - FAP, Batpakty - MP, Blagodatnoe - MP, Qarabuirat - MP, Er Qabanbay - MP, Laybulak - MP.
   • 8 projects are in Makanshy district (2 SBA, 3 FAP, 3 MP), including: Qarabulaq - SBA, Keldymurat - SBA, Akshoky - FAP, Koktal - FAP, Beket - FAP, Kyzylbulak - MP, Barlykharasan - MP, Qayyndy - MP.
   1. The contractor is "Aizat Construction" LLP, East Kazakhstan region, Akzhar - 1 facility (Zhogarghy Egnsu).
   2. The contractor is "Abak" LLP, East Kazakhstan region, Samara - 1 facility (Laybulak).
   3. The contractor is "Ak Zhol" LLP, Almaty - 13 facilities. Currently, the construction works at these facilities are at the final stages.

4. Preparation of design and estimate documentation In 2024, the district construction department ordered 69 design and estimate documents, of which 16 projects have been completed and have received expert opinions. The remaining projects are in the final stages.

   1. For primary medical and sanitary care facilities, 15 projects for "External engineering networks construction" were created through a memorandum. The design organization is "TechStroyProject" LLP.
   2. "Construction of a garage and fire station administrative building with special equipment in Urzhar village". The design organization is "Semey Project" LLP. The state expert review report was issued on 24.12.2024, No. 06-0452/24.
   3. "Renovation of the central stadium in Urzhar village". The design organization is "Pavlodar Project Institute" LLP. Expert review report No. EPVL-0175/24, dated 04.11.2024.
   4. "Construction of a sports module in Zhana Tilek village". The design organization is "Semey Project" LLP. Expert review report by "Agency ProfExpert" LLP, dated 13.12.2024, No. ARE-0316/24.
   5. "Construction of a modular boiler house in Urzhar village". The design organization is "SanzharProjectService" LLP. The expert review report is expected in 2025.
   6. "Construction of a 240-seat kindergarten in Urzhar village". The design organization is "Copenhagen Architects" LLP. The expert review report is expected in 2025.
   7. "Physical Education and Recreation Complex". The design organization is "VostokAgroPromProekt" LLP. State expert review report was issued on 05.12.2024, No. 06-0422/24.
   8. "Second stage of the water supply system modernization in Taskesken village". The design organization is "SemstroyProject" LLP. Expert review report by "KEP" LLP, dated 11.12.2024, No. KazEP-00025/24.
   9. "Development of master plans for construction and development in settlements": 33 projects (19 villages in Urzhar district, 14 villages in Makanshy district). The design organization is "IrtyshZem" LLP.
   10. "Construction of livestock burial sites". 14 projects. Currently, 7 villages (Qarakoel, Sholpan, Segizbay, Aytpay, Zhana Tilek, Akzhar, Besterik) are being done through a memorandum. The design organization is "Kerbulaq Construction" LLP. Expert review is planned for 2025.
       Seven villages (Barkytbel, Nauwaly, Yeltay, Zhogarghy Egnsu, Egnsu, Koldenen, Kokozek) have "Jani Group" LLP as the design organization. Expert review is expected in 2025.
