He was born on December 24, 1986 in Aksuat village, Aksuat district, East Kazakhstan region. Education is higher. In 2007 he graduated from the Semipalatinsk Financial and Economic College named after R.Baiseitov, in 2010 the non-profit joint-stock company "Shakarim University of Semey", in 2012 the Kazakh Humanitarian and Legal Innovation University. In 2008, he began his career as a tax inspector, Department for work with taxpayers of the Tax Committee for the city of Ust-Kamenogorsk, Ust-Kamenogorsk.
