Director of the Municipal state Institution
"Employment Center of the Akimat of Semey, East Kazakhstan region", according to block A - management personnel, link A 1, step 2 (1 unit) with an official salary depending on the length of service from 254199 tenge.
Functional responsibilities: carries out organizational and methodological management of the center (service) of employment of the population (hereinafter - the center). Organizes professional orientation of the unemployed population and ensures its high-quality implementation. Manages financial and economic activities and takes measures to expand and develop the economic independence of the center, its material and technical base, ensures the rational use of allocated budget funds, as well as funds coming from other sources of financing. Organizes the work and effective interaction of all departments of the center. Supervises the implementation of the plans of the financial, economic and production activities of the center, the conclusion and execution of contracts. Organizes work on providing advisory assistance to the population. Takes measures to provide the organization with qualified personnel, create safe and favorable conditions for their work. Carries out work to strengthen labor and production discipline, to improve the skills of the center's employees. Coordinates and organizes work on the development of current and prospective programs, assistance in the employment of applicants, vocational training, temporary employment and social support for unemployed citizens. Promotes scientific research in the field of employment regulation, analysis of the existing labor market, development of proposals on the prospects for its development, professional orientation of the population. Organizes work on the implementation of software and technical systems for employment, the formation of a fixed labor market information bank. Organizes the study and synthesis of best practices on employment issues. Interacts with local executive bodies, employers, public and other organizations that promote employment. Ensures timely consideration of letters and applications of citizens and making decisions on them. Ensures timely accounting and reporting. Ensures compliance with labor protection and safety regulations, fire safety and sanitary and hygienic standards.
Requirements for the participants of the competition: higher (or postgraduate) education (social, economic, legal) and work experience in the social protection system or employment of the population for at least 3 years or in leadership positions in the fields of activity for at least 2 years.
General requirements for the participants of the competition: the Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On employment", "On state targeted social assistance", "On compulsory social insurance", "On migration", "On combating Corruption", "On languages in the Republic of Kazakhstan", "On pensions", "On permits and notifications", profile, specialization and features of the organization, economic infrastructure, demographic situation, specifics of socio-economic development of the region (district, city), prospects for the development and structural changes of organizations in the region (district, city), the main trends and directions of labor market development, the organization of financial and economic activities, the basics of tax legislation, the procedure for concluding labor and collective agreements, the basics of economics, fire safety rules. The competition is held on the basis of the Rules for entering the civil service and holding a competition for the vacant position of a civil servant, approved by the Order of the Minister of Health and Social Development of the Republic of Kazakhstan dated December 25, 2015 No. 1017.
Documents required for participation in the competition: an application for participation in the competition with an indication of the list of attached documents; a copy of an identity document; a completed personal personnel registration sheet (indicating the address of the actual place of residence and contact phone numbers); copies of educational documents in accordance with the qualification requirements for the position; a copy of a document confirming employment; certificate of health status in the form approved by the Order of the Ministry of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 (registered in the Register of state registration of regulatory legal acts on December 21, 2010 No. 6697), from the regional narcological, psychiatric dispensaries, certificate of criminal record.
Citizens submit documents enclosed in a folder on purpose or by mail within the deadline for receiving documents. The provision of an incomplete package of documents is the basis for refusal to consider them by the competition commission. The participant of the competition can provide additional information concerning his education, work experience, professional level.
