Social protection of the population of the city of Semey

State Institution "Department of Employment, Social Programs and Civil Status Registration of Semey EKR" provides implementation of 16 budget programs. The department has 4 subordinate institutions.
As of April 1, 2022, 1019.9 million tenge has been disbursed, including 418.6 million tenge from the city budget, 435.1 million tenge from the republican budget, and 166.2 million tenge at the expense of a subvention from the republican budget.
During the reporting period 3664 government services were provided.

Program for the development of productive employment and mass entrepreneurship

An effective mechanism for ensuring productive employment of the population is the State Program for the Development of Productive Employment and Mass Entrepreneurship "Enbek", within the framework of which active forms of promoting employment of the population are being implemented: employment; involvement in temporary paid public works; referral to vocational training; coverage of youth practice and social jobs, assistance to the development of entrepreneurship.
Since the beginning of 2022, 1308 people have applied for labor mediation. Of these, 301 people were employed for permanent work, 98 people were employed for temporary social jobs, 22 graduates of educational institutions were employed for youth practice, 222 unemployed took part in public works.
The number of unemployed in the fixed labor market as of April 1, 2022 amounted to 1,392 people.
Social programs

One of the priority goals and objectives is to reduce the level of poverty through social support for persons (families) with an income below the poverty line.
During the reporting period, 1821 families received state targeted social assistance, in which 8423 citizens. The amount of payments for this period amounted to 199.1 million tenge. Since January 1, 2020, a new type of social assistance has been introduced - a guaranteed social package (GSP). GSP is provided to children aged 1 to 6 years from among the recipients of targeted social assistance in the form of food packages and household chemicals. As of April 1, 2022, GSP was delivered to 2388 children in the amount of 43.0 million tenge, through the supplier MegaTreidPlus LLP. Since the beginning of the year, housing allowances have been paid to 495 families in the amount of 8.7 million tenge.
148.0 million tenge was paid for the provision of social assistance to certain categories of needy citizens by the decision of local representative bodies for holidays and memorable dates during the reporting period, social support was provided to 6380 recipients. The acceptance of documents for the payment of one-time monetary compensation continues. During the reporting period, 197 sets of documents for registration of environmental certificates were issued.
Since January 2020, persons with disabilities have been provided with technical means of rehabilitation and special social services through the Social Services Portal. During the reporting period, disabled people were provided:
- mandatory hygiene products (urinals – 3; colostomy bags – 13; diapers – 362);
- expansion of the list of technical aids – 220;
- sign language means – 23;
- typhlotechnical means - 44;
- prosthetic and orthopedic means of disabled people - 43;
- special means of transportation - 54;
- 150 hearing-impaired sign language specialists;
- the services of an individual assistant to 432 disabled persons of the first group who have difficulty in movement.
As of April 1, the Invataxi service was used by 19 disabled people of groups 1-2 with musculoskeletal disorders and 13 disabled people of Group 1 with difficulty moving, 5235 applications were executed for delivery to socially significant facilities in accordance with medical indications. 578 disabled people and 222 pensioners improved their health in sanatoriums. 39 disabled children studying at home received financial assistance in the amount of 20.6 million tenge.
Another area of the department is the registration of acts of civil status. Since the beginning of the year, 1442 newborns have been registered, 942 deaths have been recorded in the city, 456 couples have married, creating a new cell of society, 96 couples have terminated their family relations and filed for divorce.
The priority area of the department's work is the provision of special social services to disabled people, children with disabilities, elderly citizens living alone and persons without a fixed place of residence, from places of deprivation of liberty, from the probation service.
The provision of special social services is carried out in 3 centers in the following areas: home care, in the day department in a semi-stationary environment, in the temporary stay department and in the night stay department. Home care was provided to 1388 wards, including 223 disabled children with psychoneurological pathologies and disorders of the musculoskeletal system, 166 persons over 18 years old, 999 pensioners and disabled people. The day care department provided a complex of special social services to 39 children with disabilities aged from 3 to 18 years. At the center for the re-socialization of persons who find themselves in a difficult life situation, there are two departments: a temporary stay department with 120 beds, a night stay department with 30 beds. During the reporting period, 364 people applied, including 176 people to the temporary stay department, 29 people were adapted, 35 people were employed.
Currently, the National Plan for Ensuring the Rights and improving the quality of life of Persons with Disabilities in the Republic of Kazakhstan until 2025 is being implemented, approved by the Decree of the Government of the Republic of Kazakhstan № 326 of 28 May 2019. In pursuance of the regional plan for the adaptation of social and transport infrastructure facilities for the needs of low-mobility groups of the population, the planned facilities will be fully adapted by the end of the year.
