Information about the work plan of the Department of Physical Culture and Sports of the city of Semey for 2026

 

In accordance with the Law of the Republic of Kazakhstan "On Physical Culture and Sports", the Department of Physical Culture and Sports performs the functions of conducting city-level sports competitions, as well as forming city national teams and sending them to participate in regional competitions.

       In 2026, the Department of Physical Culture and Sports of the city of Semey plans to carry out the following work to promote a healthy lifestyle, physical culture and sports.

       This year, appropriate funds have been allocated from the city budget for the development of physical culture and sports, namely for holding city sports competitions (championships, championships, cups, tournaments, leagues and sports contests).

      The calendar plan of the department's mass events has been approved as part of the allocated funds for the current year. According to this plan, about 300 city competitions in various sports are planned to be held this year. Compared to last year, the number of city competitions increased by 38.9%. To date, about 90 sports competitions have already been held.

      Among the events planned for the upcoming period, the following large-scale sporting events are scheduled:

- City small Sports Contest dedicated to the Day of the Civil Servant;

- The Semey Batyr Power Extreme tournament dedicated to the City Day;

- The solemn ceremony of awarding specialists in the field of sports and veterans of sports of our city, dedicated to the Day of Sports of the Republic of Kazakhstan; athletics relay race dedicated to the Day of the City; citywide morning exercises for residents of the city;

- Holding the city sports Contest among people with disabilities, the sports contest of civil servants, the sports contest of university and college teachers, as well as the city student sports contest.

      To date, the following large-scale sporting events have already been held among the planned events:

- Futsal "Amateur League" competitions;

- The Nauryz Batyr Cossack kuresi competitions, as well as city arm wrestling, kettlebell lifting and assik ata tournaments dedicated to the Nauryz holiday;

- City Basketball Amateur League competitions, consisting of 4 stages and dedicated to the 100th anniversary of Kazakhstani basketball (competitions of the 1st and 2nd stages were held);

- For the first time, the City Amateur League volleyball competitions among the amateur teams of the city of Semey, consisting of 4 stages;

- Amateur League mini-football competitions;

- City mini-marathon "Race of Unity" (Birlik zhugiri).

       In addition, 2026 marks a number of significant dates: the 100th anniversary of Kazakhstani basketball, the 155th anniversary of the birth of Kazhymukan Munaytpasuly, the 75th anniversary of the birth of Zhaksylyk Ushkempirov. The events planned this year will be dedicated to these anniversaries.

For reference: in 2025, in accordance with the calendar plan, 216 city sports competitions were held, in which more than 50,000 athletes took part. The largest of them were:

- Sports competitions dedicated to the Nauryz holiday and the "Race of Unity" (Birlik zhugiri);

- Open urban competitions in 10 sports in the ethnoaul on the island of Polkovnichy (Beibitshilik Araly), dedicated to the 180th anniversary of Abai Kunanbayev;

- Semey Batyr Power Extreme Tournament;

- A 180–kilometer ultramarathon along the Semey - Karaul route;

- The solemn ceremony of awarding specialists in the field of sports and veterans of sports of our city, dedicated to the Day of Sports of the Republic of Kazakhstan (August 19); an athletics relay race dedicated to the Day of the City; citywide morning exercises for residents of the city.

According to the target indicator specified in the Concept for the Development of Physical Culture and Sports for 2023-2029, by increasing the number of sports facilities put into operation and sporting events held in 2026 in Semey, it is planned to increase the proportion of the population systematically engaged in physical culture and sports to 44.3%.

For reference: by the end of 2025, according to the statistical report, 132,276 people are systematically engaged in physical education and sports in the city of Semey, which accounted for 42% of the total number of residents of the city.

This year, the department was allocated appropriate funds from the city budget to ensure the participation in regional competitions of athletes who became winners of the city qualifying competitions and joined the national team of the city.

According to the calendar plan for 2026, it is planned to send about 1,100 city athletes to more than 70 regional competitions. At the same time, the task is to increase the number of winners and prize-winners: up to 100 athletes for 1st place, up to 160 athletes for 2nd place and up to 450 athletes for 3rd place. Compared to last year, the number of regional competitions for which business trips are carried out has increased by 37.3%. Since the beginning of the year, about 350 athletes of the city have already been sent to more than 15 regional competitions.

For reference: in accordance with the calendar plan of mass sports events for 2025, 980 athletes of the city were sent to 51 regional competitions. Of these, 78 athletes took 1st place, 132 athletes took 2nd place, and 351 athletes won the 3rd place.

In addition, in 2026, appropriate funds were allocated from the city budget to attract city residents to physical education and mass sports. As part of the allocated funds, public spaces with a high concentration of the population have been identified this year, where it is planned to continue the implementation of the free project "Sport for All" in 12 sports for citizens of all ages. The project will run from July to September 2026.

       Competitive procedures are currently underway to determine the supplier.

      For reference: in 2025, the project hosted 100 events in 10 sports, such as CrossFit, Yoga, Zumba, Street Workout, chess, archery, Nordic walking, badminton, beach volleyball and running, which were attended by more than 5,000 people.

       In 2026, due to the commissioning of sports facilities and an increase in the number of sports events held according to the calendar plan by 50 units, it is planned to increase the number of people with disabilities who systematically engage in physical education and sports in the city of Semey to 1,400 people. Compared to last year, this indicator will grow by 4.1% and reach 23.1%.

      For reference: in 2025, 32 sports events were held among people with disabilities. According to the statistical report, out of 6,047 people who have access to sports, 1,149 people systematically train. This figure is 19% of the total number of people with disabilities who are allowed to engage in physical education.

      In addition, this year it is planned to hold 15 competitions under the slogan "Sport against drug addiction", and about 60 competitions under the slogan "Sport against terrorism". It is also planned to hold about 15 explanatory meetings aimed at preventing terrorism and extremism with the participation of the sports community of the city.

      In the period from January to May of this year, 11 city competitions in various sports on the topic "Sport against terrorism and extremism" were held under the auspices of the department, as well as 3 explanatory meetings with coaches of federations and athletes were organized.

     For reference: in 2025, 6 competitions were held under the slogan "Sport against drug addiction", and 38 competitions were held under the slogan "Sport against terrorism". 9 explanatory meetings on the prevention of terrorism and extremism were held with the participation of the sports community of the city.

      In order to develop the city's sports infrastructure, in 2026 it is planned to increase the number of sports facilities to 81 units due to the commissioning of sports complexes in the villages of Vodny and Bobrovka, the indoor football arena of the Elimai football club and the sports and recreation complex in the village of Ushaktar, as well as a swimming pool in the sports building. No. 1 Shakarim University.

The number of gyms is planned to be increased to 128 units due to the commissioning of the Palace of Schoolchildren, the construction of the ODYUSSH (regional children's and youth sports school) in the village of Vostochny, as well as the building at 70 Posmakova St. (former Zaman College).

       To date, a sports complex in the Vodny settlement, a swimming pool in the sports building No. 1 of Shakarim University and a sports hall in the building at 70 Posmakova St. (former Zaman College) have already been commissioned.

        For reference: by the end of 2025, according to the statistical report, there are 76 sports facilities and 124 sports halls in the city: 1 stadium, 6 sports complexes, 1 shooting range, 4 outdoor hockey boxes, 7 swimming pools, 56 sports grounds, 1 football arena.

       In addition, in accordance with the investment plan for the implementation of the Semey City Development Plan for 2026-2030, construction of a multidisciplinary sports complex is planned to begin this year on the territory of the Lokomotiv stadium at 66 Pravda Street. (As of today, the design and estimate documentation of this facility is ready and has passed the examination).

       In the 2026 football season, in addition to the Premier League matches with the participation of the Yelimai football club, the qualifying stage of the UEFA Conference League is scheduled to be held at Spartak Stadium.

       The home match of the football club "Elimai" in the qualifying stage of the UEFA Conference League is scheduled for July this year.
