Social protection and employment of the city's population of Families (as of April 01, 2026)

The State Institution “Department of Employment and Social Programs of Semey City, Abai Region” ensures the implementation of 15 budget programs.

The Department has 4 subordinate institutions:

MPI “Center for Resocialization of Persons in Difficult Life Situations of Semey City, Abai Region”, with a staff of 47,5 positions. The annual funding amounts to 296 165,0 thousand tenge. The center includes a day-stay department (120 beds) and a night-stay department (30 beds);

MPI “Center for Provision of Special Social Services of Semey City, Abai Region”, with a staff of 129,75 positions and an annual funding volume of 655 558,0 thousand tenge. It provides services to children with disabilities in a semi-residential setting (50 children) and at home (345 children);

MPI “Center for Special Social Services and Active Longevity № 3 of Semey City, Abai Region” with a staff of 273,5 positions and annual funding of 895 742,0 thousand tenge. It provides services in a semi-residential setting (80 elderly persons), at home (1 200 persons), and in the active longevity department (600 persons);

MPI “Center for Family Support and Victims of Domestic Violence of Semey City, Abai Region,” with a staff of 42 positions and annual funding of 269 714,0 thousand tenge. It includes a temporary stay department with 25 beds.

For 2026, a total of 8 713 404,0 thousand tenge has been allocated (including subordinate institutions), of which 3 776 891,0 thousand tenge is from the regional budget and 4 936 513,0 thousand tenge from the local budget.

During the reporting period, 7 300 public services were provided.

Social programs

Social rehabilitation of persons with disabilities is aimed at restoring their social status, as well as their social, бытовая (daily living), and environmental adaptation. It includes social support for persons with disabilities, provision of necessary social services, supply of technical rehabilitation aids based on an individual habilitation and rehabilitation program, ensuring access to social, transport, and recreational infrastructure, creating equal opportunities in accessing the information environment, and providing material and socio-psychological support, along with other socially significant needs.

In accordance with current legislation, it is necessary to ensure the high-quality and timely implementation of the developed individual habilitation and rehabilitation program in order to provide persons with disabilities with the required technical rehabilitation aids and social services.

According to data from the Semey City Department of the “State Center for Pension Payments” (SCPP), a branch of the non-commercial joint-stock company “State Corporation ‘Government for Citizens’” in Abai Region, as of April 1, 2026, there are 13,691 persons with disabilities registered in Semey, including: Group I – 1,901 persons; Group II – 4,995; Group III – 4,912; and 1,883 children with disabilities under 18.

All of them receive special and state disability benefits.

The total number of developed individual habilitation and rehabilitation programs as of April 1, 2026 is 7,502.

The State Institution “Department of Employment and Social Programs of Semey City, Abai Region,” based on individual habilitation and rehabilitation programs, has received 3,044 applications since the beginning of the current year for the provision of technical rehabilitation aids and social services, including:

• Technical assistive (compensatory) devices – 1,739;
• Prosthetic and orthopedic devices – 408;
• Special mobility aids (wheelchairs) – 75;
• Personal assistant services – 594;
• Sign language interpreter services – 228.

Since October 2010, the “Invataxi” service has been operating in the city, providing free transportation services to persons with disabilities with musculoskeletal impairments and those who have medical indications for individual assistant services, transporting them to socially significant facilities in the city.

From January 1, 2026, the number of Invataxi vehicles providing transportation services for persons with disabilities in the city has increased from 19 to 21. In addition, services are now available at night from 11:00 PM to 7:00 AM. The Invataxi service serves about 290 persons with disabilities (excluding accompanying persons), including 200 active users, 76 regular users, and 14 who have used the service at least once.

As of April 1, 2026, the Invataxi service has fulfilled 14,428 requests.

Within the framework of the “WITH THE PEOPLE” project of the AMANAT party for 2023–2027, adaptation of urban infrastructure to the needs of persons with limited mobility is planned for 349 facilities.

To date, 243 facilities have been adapted and included in the interactive accessibility map Invagov.kz.

Work on adapting urban infrastructure to the needs of persons with limited mobility continues actively in the city of Semey.

Social assistance to certain categories of the population

In pursuance of the decision of the maslikhat “On amendments to the decision of the Semey City maslikhat dated December 4, 2023 No. 14/82–VIII ‘On approval of the Rules for the provision of social assistance, determination of its amounts, and definition of the list of certain categories of citizens in need’,” 1,674,288.0 thousand tenge has been allocated from the budget for 2026 to provide social assistance to certain categories of citizens in need.

In 2025, within the framework of the above-mentioned decision of the Semey City maslikhat, social assistance was provided as follows:

One-time social assistance in difficult life situations was granted to 235 recipients in the amount of 30,596.0 thousand tenge;

Social assistance for children under 18 diagnosed with the Human Immunodeficiency Virus (HIV) amounted to 1,177.2 thousand tenge for 5 children.

A total of 207 polygon certificates were prepared and issued. 225 applicants were denied due to justified reasons, including incomplete document packages, lack of registration at the place of residence, and discrepancies in the information provided by applicants for receiving the service.

In the city of Semey, the following categories are recorded:

7,300 large families and mothers awarded the pendants “Altyn Alka,” “Kumis Alka,” the “Maternal Glory” Orders of I and II degrees, or previously awarded the title “Hero Mother,” as well as families with four or more jointly residing minor children;

1 participant of the Great Patriotic War;

2,331 persons with disabilities whose conditions are related to exposure to ionizing radiation;

53 participants involved in the liquidation of the consequences of the Chernobyl Nuclear Power Plant accident (1988–1989);

66 persons who participated in ликвидация of the consequences of the Chernobyl disaster (1986–1987) and other radiation-related disasters and accidents;

63 participants of nuclear tests and exercises;

944 home front workers;

490 veterans of combat operations in other countries (Afghanistan, Tajikistan).

For 2026, a total of 1,674,288.0 thousand tenge is предусмотрено, including 971,085.0 thousand tenge from the local budget and 703,203.5 thousand tenge from the regional budget.

Targeted social assistance

One of the key priorities and objectives is to reduce the poverty level through social support for individuals (families) with incomes below the poverty line. To date, targeted social assistance (TSA) has been assigned to 753 families in the total amount of 121,380,098 thousand tenge.

In addition, during the period of assignment of targeted social assistance, an extra payment is provided for each child aged from one to six years inclusive, in the amount of 1.5 monthly calculation indices, which equals 6,488 tenge. As of April 1, 2026, a total monthly additional payment of 13,704,269 thousand tenge has been paid to 1,164 children.

 For the implementation of the “Targeted Social Assistance” program, 842,465.0 thousand tenge has been allocated for 2026, including 706,410.0 thousand tenge for targeted social assistance payments and 136,055.0 thousand tenge for monthly additional payments to children aged 1 to 6 years.

The public service “Assignment of Housing Assistance” is provided to citizens permanently residing in the given locality to cover housing maintenance and utility costs. Housing assistance is granted if the expenses for housing maintenance and коммунальные услуги exceed 7 percent of the total family income.

Housing assistance was paid to 57 low-income families in the amount of 781.0 thousand tenge.

Social adaptation of vulnerable segments of the population

Under the public service “Provision of Sanatorium-Resort Treatment for Persons with Disabilities and Children with Disabilities,” in accordance with individual rehabilitation programs, as of April 1, 2026, a total of 136 persons have been provided with treatment, including:

• children with disabilities – 23;
• persons with disabilities – 113.

The guaranteed amount per recipient (for 14 days) is 316,120.42 tenge.

In 2026, on the basis of the “Karagaily” sanatorium, sanatorium-resort treatment was provided to 125 people from the following categories: home front workers, labor veterans, persons equated in benefits and guarantees to disabled veterans of the Great Patriotic War, spouses of those killed (deceased or missing) during the Great Patriotic War who have not remarried, and families of persons who died as a result of the Chernobyl Nuclear Power Plant disaster.

 In accordance with the letter of the State Institution “Department of Justice of Abai Region” dated March 3, 2025 No. 06-12/165-И, and by the decision of the maslikhat of Semey City, Abai Region dated May 16, 2025 No. 44/234-VIII, the provision of sanatorium-resort treatment for old-age pensioners within the territory of Semey City has been completely discontinued.

Popular destinations for persons with disabilities and children with disabilities include:

• Turkestan Region (Saryagash Sanatorium, Keruen Sanatorium, Altyn Shanyraq Sanatorium, Mankent Shipa, Asel, Mankent Dana);
• Abai Region (Karagaily Sanatorium, Shulbinsk);
• Akmola Region (Almaz, Nursat);
• Pavlodar Region (Moyildy Sanatorium, Ak Sisa).

 In Semey, special social services in semi-residential conditions for children with disabilities are provided by two organizations:

• Municipal Public Institution “Center for Provision of Special Social Services of Semey City, Abai Region” – 55 children with disabilities;
• Municipal Public Institution “Center for Habilitation and Rehabilitation of Persons with Disabilities of Abai Region” under the State Institution “Department for Employment Coordination and Social Programs of Abai Region” – 14 children, with services provided by 2 social work specialists.

Employment of the population

Since the beginning of the year, 3,795 people have applied for employment mediation services, including 1,010 people covered by active employment measures.

A total of 455 people were employed in permanent jobs, while 477 people were placed in subsidized jobs, including:

social jobs – 56;

youth practice – 31;

public works – 329;

“Silver Age” project – 61 people.

A total of 78 people were trained in the basics of entrepreneurship.

As part of increasing labor mobility, 23 people (6 families) were resettled, including 13 people (2 families) relocated from labor-surplus regions of Almaty city, and 10 people (4 families) repatriates (kandas) from the People’s Republic of China.

As of today, 4,656 people are registered as unemployed.

Within the framework of the Regional Employment Map, 1,522 jobs have been created in the city of Semey.
