The activities of the Department of Domestic Policy to form the population's aversion to the ideas of terrorism and extremism are carried out through the mechanisms and methodologies proposed by the Government of the Republic of Kazakhstan and relevant competent authorities, as well as in close cooperation with the decisions of the anti-terrorist commission under the city akimat and the relevant authorities (the police anti-extremism service, the Center for the Study of Religious Issues, the DSKB, upon agreement), with the participation of theologians.

In 2026, with the support of the department, an information and explanatory group on religious issues was established with the involvement of theological specialists (there are 26 members in the group). City Information and explanatory groups on religious issues in Semey were developed taking into account the work plan for 2026  and the focus on targeted meetings with supporters of destructive religious movements at the place of residence;

Employees of the department and members of the information and explanatory group, when working with residents of the city, promote traditional values for society, interethnic and Interfaith Harmony, explain the consequences of the influence of the ideology of destructive religious movements.

In 2025, 1,809 awareness-raising events were held in Semey, covering a total of 5,000 people. Gender composition: men-3468, women – 2471, including young people (from 14 to 35 years) – 4 627.

So, since the Department of internal policy does not provide for the full-time unity of the theologian, theological work with adherents of destructive religious movements is carried out by full-time psychologists and theologians, as well as nominal and group work. In 2026 , 320 theological, 150 psychological and 240 targeted meetings were held in Semey.

On the TV channels" Semey"," TVK-6 " issues of state policy in the field of spiritual and moral education and religion are raised. Currently, the Central Mosque and the Orthodox Church have their own internet sites, where everyone can get objective information.

On the official website of the mayor's Office of the city there will be information materials about the events held on the issues of interethnic and Interfaith Harmony.

In order to prevent the propaganda of destructive religious movements, terrorism, religious extremism on a permanent basis:

-Daily monitoring is carried out in the media, internet resources, social networks and messengers.

-active interaction with law enforcement agencies is underway.

In order to establish close contacts with the competent services of the city and the region, to prevent the ideas of terrorism and extremism, work is constantly carried out among the population, everything is under control.
